Where 647 numbers come from
The Canadian Numbering Administrator lists a single exchange area for the 416, 647, 437 and 942 group: Toronto.1 Every 647 number was issued for that area. The suburbs belong to a different group. Brampton, Markham, Oakville, Hamilton and 90 other exchange areas use 905, 289, 365 and 742.1
The code tells you where a number was first assigned. It doesn't tell you where the caller is standing. People take their cellphones with them when they move, and a scammer can make any number appear on your screen.3
How Toronto ended up with four area codes
Toronto's first code is 416, one of 86 area codes AT&T handed out across Canada and the United States in 1947.4 In 1993 the region around the city split off into 905, and 416 kept Toronto.4
647 came next, in March 2001. It was Canada's first overlay: a second code laid over the same area, so nobody had to give up a number. It also ended seven-digit local calls in the city.4 437 followed in 2013 and 942 in 2025.2,4

Start dates are NANPA in-service dates. The administrator's history gives the same month.2,4
Each new code arrived ahead of a forecast. In 2019 the administrator told the CRTC the Toronto codes would run out by January 2024. By September 2022 the forecast had moved to April 2026, and the CRTC switched on 942 a year before that, on April 26, 2025.5
Will Toronto need a fifth code?
Not soon. The administrator's July 2026 forecast has the four Toronto codes lasting until November 2037, and the city isn't in relief planning.6 The 905 region around it is closer: it entered relief planning on Sept. 24, 2026, with numbers forecast to run out in November 2029.6

If Toronto does need another code, the administrator's history lists 387 as set aside for the city, though it notes the code could be used elsewhere.4
Got a call or text from a 647 number?
A Toronto number on your screen proves nothing about who's calling. The CRTC says callers can alter call display to match the first six digits of your own number, so the call looks like it comes from a neighbour. The CRTC calls this "neighbouring."3 Toronto Reddit users described the same pattern in July 2026: calls from 416 and 647 numbers one or two digits off their own.7
- Don't trust call display. The Canadian Anti-Fraud Centre says never to assume the number on your screen is accurate, for calls or texts.8
- Call back on a number you find yourself. If a caller says they're from your bank, a service provider, the police or a government agency, hang up and call the number on your card, your statement or the organization's website.3,8
- Don't tap links in texts. Forward suspicious texts to 7726 (SPAM), then delete them.8,9
- Report it. Report fraud to the Canadian Anti-Fraud Centre at 1-888-495-8501 or to your local police, even if you didn't lose money.3,9
- Cut down on telemarketing. Register your number on the National Do Not Call List and file a complaint about unwanted telemarketing calls.3

The administrator doesn't publish a forecast for 647 alone. It tracks Toronto's four codes as one pool and expects that pool to last until November 2037.6

Forecasts come from the administrator's Sept. 29, 2026 status report and the CRTC's 2023 decision on 942. Advice on suspicious calls comes only from the CRTC, the Canadian Anti-Fraud Centre and the Government of Canada. Quotes are from public Reddit threads, with usernames left out. The clock uses fixed offsets and Ontario's 2026 time rules, not your device's settings.
