Car insurance in Atlantic Canada, 2026

We read the 2025 and 2026 auto rate decisions that regulators in Nova Scotia, New Brunswick and Newfoundland and Labrador published for the largest insurers, plus the average premiums, injury caps and coverage rules in all four Atlantic provinces, PEI included.

Key numbers by province

Each Atlantic province has its own auto insurance rate regulator, and insurers in all four need its approval before they change what they charge. Three of the four publish those decisions online; we found no such list from PEI's regulator. The averages below come from the General Insurance Statistical Agency (GISA), which collects premium data from insurers; PEI's regulator republishes them every year.1

  1. Lowest average premium

    Prince Edward Island

    PEI drivers paid the lowest average in Atlantic Canada in 2024, up 9.4% from 2023 by our calculation.1,2 The Island Regulatory and Appeals Commission (IRAC) approves each insurer's rates every year, but we found no list of its decisions online.3,4 The 2026 minor injury cap is $9,659.5

  2. Approvals published every quarter

    New Brunswick

    The average rose 8.4% from 2023.1,2 The New Brunswick Insurance Board (NBIB) posts a quarterly table of its private passenger rate decisions and approvals. Since July 2025 it approved +16.61% for Aviva Insurance Company of Canada, +11.47% for Belair and +10.21% for Wawanesa, and cut Intact's request from 12.90% to 1.37%.6,7 The 2026 minor injury cap is $9,926.59.8

  3. Fastest-rising average

    Nova Scotia

    Nova Scotia's average rose 11.8% from 2023, the most of the four provinces by our calculation.1,2 Since August 2025 the Nova Scotia Regulatory and Appeals Board (NSRAB) approved overall increases of 14.9% for TD Insurance, 14.8% for The Personal and 12.7% for Intact.9,10,11 The province has the region's highest injury cap, $10,862, and highest minimum liability coverage, $500,000.12,13

    Newfoundland and Labrador

    The province had the highest average but the smallest rise from 2023, 4.1%.1,2 Its Public Utilities Board (PUB) trimmed several 2026 requests: Co-operators asked for 7.4% and got 3.0%, and the board denied Intact's request for 15.0%.14,15 Insurers here cannot use your credit information, and $5,000 comes off every pain-and-suffering award.16,17

Average car insurance by province

Average annual premium for private passenger vehicles, as published by IRAC with GISA as the source.1,2,18 The percentage changes are our calculation.

Statistics Canada uses a different method and groups the four provinces together. It put the average written premium in the Atlantic provinces at $1,259 as of December 2024, with a 10-year average increase of 4.5% a year. Only Manitoba and Quebec were lower. Statistics Canada's own note on the table reads "Use averages with caution."19

An average is not your price. Insurers set rates by territory, vehicle, driving record and other factors, and the regulators approve those rating rules too. Wawanesa's 2026 Nova Scotia filing, for example, changed its rates by territory as well as by coverage.20 We found no official average premium for Halifax, Moncton, Charlottetown or St. John's.

Approved rate changes by insurer, 2025 to 2026

The table lists the overall changes regulators approved for private passenger vehicles at the largest insurer groups. Each figure is an average across that insurer's customers in the province, and your renewal can move more or less than that. NBIB calls the number the "approved average rate change."6 PEI is missing because we found no published list of IRAC's approvals.3

Overall average change for private passenger vehicles; dates are decision dates. Nova Scotia: NSRAB decisions from July 2025 to Oct. 2, 2026 that we found on the board's site.9,21,22,23,24,25,11,20,26,27,28,29,10,30 New Brunswick: NBIB's quarterly tables for July 2025 to June 2026; results for July to September 2026 are due about 45 days after the quarter ends.6 Newfoundland and Labrador: PUB orders from January to September 2026.31,32,33,34,35,14,36,37,38,39,40,41,42,15 "None in period" means we found no general rate decision for that insurer in the window.

Three things stand out. First, TD Insurance's companies drew some of the largest increases in the region: 14.9% across its three Nova Scotia companies and 24.7% at Primmum in Newfoundland and Labrador, where Security National got 15.6%.9,39,40 Second, an approval can be far smaller than the request. New Brunswick's board cut Intact from 12.90% to 1.37%. In Newfoundland and Labrador, Aviva's 10.0% request ended at 4.3% after the board's actuaries found it unsupported.7,36 Third, the effective date often comes months after the decision. Primmum's increase applies to Newfoundland and Labrador renewals from Nov. 2, 2026.39

Nova Scotia and Halifax

Nova Scotia's old Insurance Review Board handed auto insurance to the Nova Scotia Utility and Review Board in 2008. Its successor, the Nova Scotia Regulatory and Appeals Board, now approves rates. Insurers must file at least once every two years for passenger vehicles.43 The board posts each decision as a separate document, and we found no summary table, so we read the decisions one by one.

Most large insurers in Nova Scotia got increases of 7% to 16% approved between July 2025 and October 2026. Wawanesa's filing came to 15.7% before capping, Sonnet's 15.0% in August 2025 and 10.0% more in October 2026, and Aviva's 8.0%.20,22,23,25 CAA (0.5%) and Co-operators (no overall change) were the exceptions.28,26 Facility Association, which runs the residual market for drivers who can't get coverage elsewhere, got 11.0% from July 1, 2026.27,34

Some insurers now price theft risk on its own. Intact adds a $500 surcharge for vehicles on its High Theft Risk Group list unless an Intact-approved anti-theft device is installed, starting Aug. 11, 2026, for new business.44 Some Nova Scotia insurers use credit-based scores: the board has approved Co-operators' "Insurance Score" and Aviva's "Responsibility Factor."26,25

  • Minimum coverage: $500,000 in third-party liability, plus accident benefits, direct compensation for property damage and uninsured motorist coverage, according to the Insurance Bureau of Canada, the industry's trade association.13
  • Minor injury cap: $10,862 for accidents in 2026, up from $10,642 in 2025.12
  • Telematics: the board approved Belair's usage-based programs for belairdirect and Scotia Insurance in 2025. Your driving score can earn a discount or a surcharge, and the insurer can keep using it for up to six years after you leave the program.30

Insurers can charge Halifax drivers more or less than drivers elsewhere in Nova Scotia, because rates vary by territory, but we found no published Halifax average. The 2024 provincial average was $1,302.1

New Brunswick

The New Brunswick Insurance Board approves auto rates and publishes a quarterly table of its private passenger decisions and approvals. Under the province's Insurance Act, an insurer has to appear at a hearing if it files more than twice in 12 months or asks for an average increase more than 3% above its rates of the previous 12 months.6 Hearings produce the "decisions" in the table, and the largest numbers came from them: Aviva Insurance Company of Canada and Traders at 16.61%, belairdirect at 11.47%, Wawanesa at 10.21% and Dominion at 7.99%.6

Intact's case shows what a hearing can do. The company asked for 12.90% after capping; after the board's revisions, the approved change was 1.37%, effective July 14, 2026, for new business and Aug. 13 for renewals.7 Without a hearing, approvals were smaller: 2.87% to 2.93% at TD's three companies, 2.98% at CAA and −0.20% at Co-operators.6

  • Average premium: $1,208 in 2024, up 8.4% from 2023 by our calculation.1,2
  • Minimum coverage: $200,000 in third-party liability, plus accident benefits, direct compensation for property damage and uninsured motorist coverage.13
  • Minor injury cap: $9,926.59 for accidents on or after Jan. 1, 2026, up 2.1%. The Financial and Consumer Services Commission adjusts it each year by New Brunswick's inflation rate.8

Newfoundland and Labrador

The Board of Commissioners of Public Utilities reviews auto rates, and insurers must file new rates at least once every three years. In the year to March 31, 2025, it received 77 filings; about 87% of the filings it approved carried an overall change of 3% or less, and the average change for private passenger vehicles was about +2%.45 The board's own measure of the average private passenger premium was $1,329 in 2023, up 1.8% from 2022.45

In 2026 the board approved some requests as filed and cut others. It accepted Belair's 7.0% and Dominion's 6.0%, but Co-operators' 7.4% request became 3.0%, Aviva General's 9.3% became 3.2% and S&Y's 6.3% became 0.6% after the board's actuaries questioned their assumptions.38,33,14,37,46 In September it denied Intact's request for 15.0% and told the company to file again.15 That decision touches a large share of the market: Intact's group wrote about 49% of the province's auto insurance premiums in 2023, Aviva 19%, Co-operators 12% and TD 8%.45

Definity is entering the province by taking over Travelers' customers, who have been insured through Dominion. The board approved a 5.0% decrease compared with Travelers' rates, for new business from Nov. 1, 2026, and renewals from Jan. 1, 2027.42

The province reformed auto insurance in two steps in 2019 and 2020. These rules matter most to your bill:17

  • Deductible on injury awards. Since Jan. 1, 2020, $5,000 comes off every award for pain and suffering, however serious the injury.17
  • Winter tire discount. Insurers must offer one on private passenger vehicles for policies issued or renewed since Jan. 1, 2020.17
  • Direct compensation. You claim vehicle damage from your own insurer when another driver is at fault, and a not-at-fault accident does not affect your premium.17
  • Paying for a minor crash yourself. If you cause a collision with property damage and no injuries, you can pay the cost yourself so the accident is not used in rating your policy.17
  • No credit, age or gender rating. Insurers have been barred from using credit information since June 1, 2011, and from rating by age, gender or marital status since 2005.16
  • Minimum coverage: $200,000 in third-party liability, direct compensation and uninsured motorist coverage. Accident benefits are optional here.13

Prince Edward Island

Car insurance is the only type of insurance with regulated rates on the Island.47 The Island Regulatory and Appeals Commission supervises those rates, and every insurer must file at least once every 12 months, with new rates taking effect no sooner than 60 days after filing.3,4 We found no list of IRAC's rate approvals online, so we can't show which PEI insurers raised rates in 2025 or 2026.

  • Average premium: $1,018 in 2024, the lowest in the region, up from $930.54 in 2023.1,2
  • Minimum coverage: $200,000 in third-party liability, plus accident benefits, direct compensation for property damage and uninsured motorist coverage.13
  • Minor injury cap: $9,659 for accidents in 2026, after a 1.4% inflation adjustment. The cap started at $2,500 in 2004 and was reset to $7,500 in October 2014.5

The Insurance Company of Prince Edward Island also sells car insurance in Nova Scotia and New Brunswick. Nova Scotia approved a 10% increase for it in July 2025, and New Brunswick 3.00% in March 2026.24,6

Financial strength of the main insurers

Ratings agencies grade an insurer's ability to pay claims. A rating says nothing about price or how a claim will be handled.

How to pay less for car insurance in Atlantic Canada

  • Check your renewal against the table. If your insurer won a double-digit increase in your province this year or last, get two or three other quotes before the renewal date. The effective dates in each decision tell you when it reaches renewing customers.9,6,39
  • Ask about winter tires. In Newfoundland and Labrador the discount is required.17 Elsewhere, ask whether your insurer offers one.
  • Price theft protection before you buy a car. In Nova Scotia, Intact's $500 high-theft surcharge falls away with an approved device, so ask which device your insurer accepts before you pay for one.44
  • Read the telematics terms. Belair's Nova Scotia program can raise your price as well as cut it.30
  • Consider paying for small at-fault damage yourself in Newfoundland and Labrador, where that keeps the accident out of your rating.17
  • Ask whether credit is used. In Nova Scotia, some insurers rate with credit-based scores; if your credit is weak, an insurer that doesn't use one may cost less.26,25

Complaints: where to go

Start with your insurer's complaint process. If that fails, the General Insurance OmbudService (GIO) handles complaints about home, auto and business insurance at no charge. In its 2024-25 year, GIO received 7,330 contacts, and 550 went on to its investigation stage. Nova Scotia accounted for 178 contacts, New Brunswick 83, Newfoundland and Labrador 83 and PEI 22. Those counts cover every insurance product, not only auto.54

Before you trust a "cheapest insurer" list

  • We found no price ranking of insurers from any of the four regulators. A "cheapest company" list comes from the publisher's own quotes or sample profiles. Ask what driver, car and postal code it used.
  • Capping hides some of the change. TD's 14.9% Nova Scotia increase became 14.7% after renewal caps, and Sonnet's 15.0% became 14.2%. Some customers pay more than the average and others less.9,22
  • Requests are not approvals. News reports of an insurer "seeking" an increase can overstate what you will pay, as Intact's New Brunswick case shows.7

What this page can't tell you: which company will quote you the lowest price, how insurers handle claims in each province, or what happened in PEI's rate filings.

Which Atlantic province has the cheapest car insurance?

Prince Edward Island. Drivers there paid an average of $1,018 in 2024, compared with $1,208 in New Brunswick, $1,302 in Nova Scotia and $1,359 in Newfoundland and Labrador, according to General Insurance Statistical Agency figures published by PEI's regulator.1

What is the average cost of car insurance in New Brunswick?

The average premium for a private passenger vehicle in New Brunswick was $1,208 in 2024, up from $1,114.67 in 2023.1,2 Your own price depends on your car, driving record and where you live.

Who has the cheapest car insurance in Nova Scotia?

No regulator publishes a ranking of insurers by price, so the cheapest company depends on your quote. Among the approvals we found since mid-2025, Co-operators' changes produced no overall increase and CAA's added 0.5%, while TD Insurance, The Personal and Wawanesa got increases near 15%.26,28,9,10,20

Who has the cheapest auto insurance in Newfoundland?

No official ranking exists. In 2026 the Public Utilities Board approved changes from −5.0% for Travelers customers moving to Definity to +24.7% at TD's Primmum, and it denied Intact's request for 15.0%.42,39,15 Compare quotes before your renewal date.

What is the minor injury cap in Nova Scotia for 2026?

$10,862 for accidents in 2026. New Brunswick's cap is $9,926.59 and PEI's is $9,659. Newfoundland and Labrador has no cap; it takes $5,000 off every pain-and-suffering award instead.12,8,5,17

Can car insurers use my credit score in Atlantic Canada?

Not in Newfoundland and Labrador, which banned the use of credit information in rating and renewal decisions in 2011.16 In Nova Scotia, the regulator has approved credit-based rating variables for Co-operators and Aviva.26,25

Do winter tires lower car insurance in Newfoundland?

Yes. Since Jan. 1, 2020, insurers in Newfoundland and Labrador must offer a discount for a private passenger vehicle with winter tires.17

Where can I complain about my car insurer?

Use your insurer's complaint process first. If you still disagree, the General Insurance OmbudService (GIO) reviews home, auto and business insurance complaints for free.54

How we did this

We read the regulators' own records between Oct. 6 and 7, 2026: NBIB's quarterly approval tables and its Intact decision; PUB's 2026 order list and every 2026 private passenger order with a rate change; the Nova Scotia board's decisions on private passenger vehicles from July 2025 onward that appear on its New Decisions page or in a search of its site; and IRAC's auto insurance pages. For averages we used GISA figures published by IRAC and Statistics Canada's April 2025 study. Injury caps come from each province's 2026 bulletin and Newfoundland and Labrador's 2019 reform bulletin.

The Nova Scotia list is not a full census; the board has no summary table, and we covered the largest insurer groups. The table shows overall approved changes as each regulator wrote them; we did not convert them. Ratings come from the agencies or the insurers' own investor pages, checked on Oct. 6, 2026, for our Ontario guide. Percentage changes in averages and the gap between provinces are our calculations. We did not use Reddit or reader reports for this edition, and no insurer paid for a mention.
