Car insurance in Toronto, 2026
GTA drivers paid an average of $2,810 a year for car insurance as of October 2025, $646 more than the Ontario average. We checked the regulator's figures, Toronto police theft data and the rules that let insurers price by postal code, to explain the gap and what lowers a Toronto premium.
Average car insurance cost in Toronto
Ontario's regulator, the Financial Services Regulatory Authority (FSRA), does not publish an average for the City of Toronto. Its closest figure is the Greater Toronto Area: drivers there paid an average of $2,810 a year as of October 2025, the latest number FSRA has posted.1 That works out to about $234 a month, by our calculation, and $646 more than the Ontario average of $2,164.

By our calculation the GTA average is 30% above the provincial average and 61% above the rural one. Ontario as a whole had the highest average written premium of any province at the end of 2024, according to Statistics Canada.2

FSRA averages cover all private passenger vehicles insured in Ontario in the 12 months before each date. FSRA does not say on the page which municipalities its GTA figure includes. The change column is our calculation, June 2024 to October 2025.1
GTA premiums rose the most in dollars over those 16 months, $267, but the least in percentage terms. An average also hides a wide spread. FSRA says your own premium depends on things like the car you drive, your driving record and how often you drive.1 The Auditor General's test further down shows how far the address alone can move a quote.

CAA came first overall in the Rates.ca study for the third year in a row, and first for trust, value and clear communication.3 You don't need a membership to buy, but members can save up to 20% (5% on the basic Everyday plan).7 Its two 2026 filings barely moved prices.6 Get a quote on the exact car first: a Pickering customer posted that a high-theft charge took her CAA premium from $115 to $325 a month when she switched to a pickup truck.

Zenith (Northbridge)Customers ranked Northbridge's personal insurer, Zenith, first for claims in both the 2025 and 2026 Rates.ca studies.3,4 It is small, with under 1% of Ontario's market, and sells only through independent brokers.6,8 Ask a broker for a Zenith quote by name.

The Personal (Desjardins)
FSRA approved a 5.3% cut for The Personal on renewals from Nov. 28, 2026, the largest cut granted to any big Ontario insurer this year.6 The Personal sells through group plans for employers, unions, alumni and professional associations,9 so check whether your workplace or association has one.

Co-operators won approval for a 3.73% cut on renewals from Sept. 11, 2026.6 It holds an A rating from AM Best.10 By our count its 2025 filings added up to about 11.9%, so the cut gives back only part of last year's increases.6

How the big insurers compare
Nine groups wrote about 89% of Ontario's private auto premiums in 2024. FSRA does not publish market share by city.6 The "since Jan. 2025" column compounds every rate change FSRA approved for each group's main Ontario company since January 2025. It is our calculation, and it shows the direction prices have moved, not what your renewal will be.

Rates.ca published only the top three in each category, and its survey reached customers of five brokerages, so insurers that sell mainly direct or through their own agents are thinly represented. An approved change is an average across an insurer's customers, and FSRA tells consumers to treat it "as a signal of a potential rate change coming their way".14 For every 2026 filing and a chart of the cuts, see our Ontario rate-change breakdown.
Why car insurance costs more in Toronto
Ontario has one of the lowest accident rates in Canada and the highest private car insurance rates, the province's Auditor General noted in 2022.15 Inside Ontario, three things push Toronto and GTA prices higher: where the car is kept, how often cars like it are stolen, and what claims cost in the area.
Your postal code is a rating factor
Ontario lets insurers set prices by territory, up to 55 of them across the province. The territory definitions come from a review released in 2005 by FSRA's predecessor.16 Insurers weigh territory differently. When the Auditor General's office reviewed rate filings, the effect of where someone lives ranged from about 67% to about 300%, depending on the company. A territory covering most of the GTA averaged $2,231 a year in 2021, against $1,360 in the Ottawa territory.16
The auditor's office also got 10 quotes for the same driver from different insurers and changed only the address. The prices ran from $1,200 a year in London to $3,350 in Brampton.16 FSRA's own analysis, cited in the audit, found that if insurers could not use territory at all, the average GTA premium would fall by $543 and drivers in Ottawa-Carleton would pay $503 more to make up the difference.16
Since July 2, 2024, FSRA has let insurers redraw and reprice their territories inside the GTA under a test program. It covers three statistical territories: 717 (the City of Toronto, nearby areas and part of Peel), 710 (Oshawa, Aurora, Newmarket, Orangeville and parts of Durham, York and Peel) and 704 (Hamilton and nearby areas).17,18 FSRA picked the GTA because, it told the Auditor General, territory rating problems are largely limited to this region. It had approved 10 insurers' applications by the end of July 2024.19 The aim is fairer prices inside the GTA, not a lower overall rate: FSRA asks insurers to aim for "rate level neutrality" after the changes.18 So two insurers can now draw the lines around the same Toronto street differently, one more reason to compare quotes.
Car theft: down from the 2023 peak, up again in 2026
By our count of the Toronto Police Service's open data, police recorded 11,259 auto thefts in the city in 2023. That fell to 8,667 in 2024 and 6,421 in 2025, a drop of 43% in two years.20 The first half of 2026 went the other way: 3,330 thefts from January to June, up 11% from 3,013 in the same months of 2025.20

Across Ontario, Équité Association, the insurance industry's crime and fraud prevention body, counted 19,319 private passenger vehicles stolen in 2025, down 22% from 24,877 in 2024. Only 51% were recovered, and SUVs made up 46% of the vehicles stolen.21 Thefts in Ontario fell another 8.4% in the first half of 2026, but the recovery rate dropped to 44.8%.22 Équité estimates that auto theft costs about $900 million a year in insurance claims across Canada.21
Inside the city, the most thefts in 2025 were in West Humber-Clairville in north Etobicoke (441), York University Heights (182), Etobicoke City Centre (163) and Milliken (142), by our count.20 Insurers set territory prices to reflect claims costs in an area,16 so read police counts as a sign of where thefts happen, not as a rate table.
The car matters as much as the address. Équité says newer SUVs with keyless-entry weaknesses are prime targets, especially in Ontario and Quebec, and the Toyota RAV4 was stolen more than 2,000 times in Canada in 2024.23 FSRA says some insurers now add surcharges for vehicles at high risk of theft and encourage owners to install anti-theft devices.24
Claims costs and fraud
The Auditor General found that fraud has been hard to measure but has been identified as a contributor to Ontario's high premiums. The same report warned that the gaps between territories tempt some drivers to give an address in a cheaper territory where they do not live, which it called a source of fraud. It also noted that drivers in some GTA municipalities, such as Brampton and Vaughan, have historically paid more than the rest of the GTA and Ontario, even with clean records, because claims costs there are higher overall.16
What Toronto drivers say they pay
We reread the 33 Reddit threads behind our Ontario guide and pulled out what GTA drivers said about price. These are anecdotes, not a survey. People post when a price surprises them, and few give their full driving history. In an August 2026 r/askTO thread asking GTA drivers what they pay, top-level answers for a single car ran from $1,200 a year for a 2005 Toyota RAV4 to $520 a month from a poster who gave no other details.

Commenters in one Scarborough thread kept coming back to the model. One driver paid more than twice as much to insure a Lexus as a newer BMW, and another said a broker steered them off a Honda CR-V.

How to find the cheapest car insurance in Toronto
- Quote the exact car before you buy it. Price the make, model and year with two or three insurers before you sign. Newer SUVs and pickups are theft targets, and some insurers add surcharges for them.23,24
- Ask about anti-theft device discounts. Some insurers publish them for Ontario drivers, and the details differ (see the table below).
- Compare a broker with direct insurers. FSRA's advice is blunt: "Do not assume companies charge the same price for the same benefits."25 Some companies sell only through their own websites and call centres, so one broker won't see every price.
- Ask for every discount you qualify for. All Ontario insurers must offer a winter tire discount. FSRA lists typical ranges of 5 to 15% for multi-policy, 5 to 15% for multi-vehicle and 5 to 20% for renewal discounts, and 10% for graduated licence holders who move to G2 or G with no convictions or at-fault claims.25 Renters and condo owners can bundle; see our Ontario home insurance guide.
- Your credit score is not a factor. Ontario bans insurers from using credit history or credit ratings to price car insurance.24
- Consider a driving app, with care. belairdirect advertises savings of up to 25% for safe driving through its automerit app.26 Ask what your price becomes if you leave the program.
- Review your accident benefits. Since July 1, 2026, only medical, rehabilitation and attendant care benefits are mandatory. Income replacement and other benefits are optional, and dropping them lowers your premium, though FSRA has not said by how much.27,28 Check your workplace disability coverage first.
- Insure the car where it lives. The Auditor General flagged giving an address in a cheaper territory where you do not live as a source of fraud.16

Before you trust a "cheapest in Toronto" list
A list of the cheapest insurers is only as good as the sample driver behind it. The Auditor General's test shows how far one detail moves the price: the same driver's quotes ran from $1,200 to $3,350 a year depending on the city alone.16 A ranking built on someone else's car, age and postal code tells you little about yours.
Some comparison sites still rank insurers with J.D. Power scores. J.D. Power's last Canadian auto insurance satisfaction study came out in February 2019, and its current insurance studies cover the U.S. only.32,33 The Rates.ca study we cite is current, but Rates.ca sells insurance quotes and surveyed customers of five brokerages only.3
No public source ranks insurers by complaints either. The General Insurance OmbudService reports complaints by province and product, not by company. It opened 7,330 files across Canada in 2024-25, 4,701 of them from Ontario.34
Ask for a final position letter, then take it to the General Insurance OmbudService, which is free (1-877-225-0446). Its informal conciliation stage has to finish within 45 days.34 Disputes over accident benefits go to the Licence Appeal Tribunal, and the July 2026 changes did not alter your right to appeal there.35

No company is cheapest for every driver, because each insurer weighs your address, car and record its own way. In 2026 FSRA approved the largest cuts among big Ontario insurers for The Personal (5.3%), Co-operators (3.73%) and Certas (2%).16,6
What is the best car insurance company in Toronto?
No customer ranking covers Toronto alone. In the Ontario-wide Rates.ca 2026 study, CAA ranked first overall for the third year in a row, Intact placed in the top three for satisfaction and claims, and Northbridge's Zenith ranked first for claims.3
Why is car insurance so expensive in Toronto?
Ontario insurers can price by territory, and they set territory prices to reflect claims costs in each area, including theft. Toronto police recorded 6,421 auto thefts in 2025 by our count, down from 11,259 in 2023, but thefts rose again in the first half of 2026.16,20
How we did this
We started from the records behind our Ontario guide: all 156 private passenger auto rate approvals in FSRA's database from Jan. 1, 2025 to Oct. 6, 2026, each insurer's 2024 market share, financial strength ratings and the 2025 and 2026 Rates.ca/Pollara customer studies.6 For Toronto we added FSRA's average premium page (checked Oct. 7, 2026), the Auditor General's 2022 audit of FSRA and its 2024 follow-up, FSRA's territory test documents, Équité Association's 2025 and first-half 2026 theft reports, and the anti-theft pages of three insurers.
For theft in the city we downloaded all 80,726 rows of the Toronto Police Service's Auto Theft Open Data on Oct. 7, 2026. The file lists some thefts on several rows, one per offence or vehicle, so we counted distinct occurrence numbers by the year each theft happened. Those counts are ours, as are the monthly average, the percentage changes and the gaps between regions.
We did not collect new Reddit posts for this page. The quotes come from the 33 threads and 1,449 comments we gathered for the Ontario guide, posted between May 2025 and October 2026. We link each quote, do not publish usernames, and treat them as anecdotes, not data. No insurer paid for a placement on this page, and it has no affiliate links. We will update it when FSRA posts a newer average premium or the Toronto police data shows a full year for 2026.
