Best pet insurance in Canada, 2026

We read the policy wordings behind eight pet insurance brands sold in Canada and compared waiting periods, deductibles, payout caps, age rules and the insurer that pays the claim. Premium averages come from the industry's 2026 report.

Our picks

We found no public regulator data on pet insurance prices, complaints or claim denials, so these picks rest on what each company commits to in writing: its policy wording, sample policy or plan page, read on Oct. 7, 2026. The industry's own premium averages come from NAPHIA, the pet insurers' trade association.1 None of this tells you how fast a company pays or how often it says no. Each pick names the trade-off that comes with it.

  1. Fewest limits on big claims

    Trupanion

    Trupanion's Canadian policy sets no annual or lifetime payout cap. Once you have paid the deductible for a condition, the policy says it "will pay out all future losses for that specific Illness or Injury".2 That suits long-running problems, because you meet the deductible once per condition instead of every year. Trupanion's own claim examples use 90% coverage.3 The trade-offs sit in the same wording: exam fees are never covered, pets must be under 14 to join, and anything that showed signs in the 18 months before you enrol is excluded.2,4 BMO Insurance has sold Trupanion coverage online since November 2025, starting in Ontario.5

  2. Exam fees, taxes and dental in every plan

    Petsecure

    All four Petsecure plans pay 80% of eligible costs, counting exam fees and taxes, and each includes a yearly dental amount, from $200 on Secure 1 to $600 on Secure 4.6 It insures pets of any age; dogs over 8 and cats over 10 need an exam, urinalysis and blood work first.7 Two clauses deserve a careful read. Cruciate ligament and spinal disc (IVDD) claims wait six months, and a review every six months can raise your share of each bill from 20% to as much as 50% if you have claimed a lot.8 Secures 1 to 3 cap each condition at $1,000 to $5,000 a year; only Secure 4 is unlimited.6

  3. Choose your own reimbursement rate

    Pets Plus Us and CAA Pet Insurance

    Pets Plus Us lets you choose 70%, 80% or 90% back and $7,500 or $15,000 of coverage a year.9 It counts a torn cruciate ligament as an illness, so knee claims fall under the 14-day illness wait rather than a six-month one.10 CAA South Central Ontario sells the same coverage, says there is no upper age limit to join and says policies are never cancelled because of age or claims.11 Northbridge General Insurance Corporation underwrites both, and AM Best upgraded Northbridge to A+ (Superior) in December 2025.11,12 The policy covers no dental illness, only teeth broken in an accident.10

  4. Published prices and an unlimited top plan

    Desjardins Pet Insurance

    Desjardins posts an average monthly price for each of its three plans: $44 for a dog on Bronze Paw, $76 on Silver Paw and $203 on Gold Paw, the plan with no dollar limit on illness or accident claims.13 Cats average $31, $53 and $126. All three plans reimburse 80%.13 Petline Insurance Company, the insurer behind Petsecure, underwrites the program, and the waits are the same: six months for dental care and for cruciate ligament or spinal disc claims.13,14 The deductible rises with your pet's age, from $100 for a young dog to $350 from age 10.13

  5. Sick-visit exam fees and dental disease

    Fetch

    Fetch covers the exam fee on sick visits and treats dental disease as an illness, unless signs of it showed before the policy began.15,16 Injuries from an unexpected accident have no waiting period, and illnesses wait 15 days.16 The catch is orthopedic. Any orthopedic condition that starts in the first 180 days is excluded for the life of the policy, unless a vet examines the knees in that window and records no pre-existing problem.16 The Canadian branch of AXIS Reinsurance Company underwrites Fetch policies and holds an A (Excellent) rating from AM Best.16,17

Pet insurance policies compared

The first table sets out the terms that most change what a claim pays. The yearly maximum is for the main accident and illness benefit; most plans have smaller sub-limits for extras such as alternative therapy or prescription food.18,8

Terms from each company's policy wording, sample policy or plan page on Oct. 7, 2026; your own policy and declarations page govern. Trupanion's sample policy is version V11.201902, and Trupanion says its policies vary by province.2,4 Desjardins' figures were read with Quebec selected on its site.13 "Not listed" means the page we read did not say; ask before you buy.

How much pet insurance costs in Canada

The only Canada-wide premium figures we found come from NAPHIA, an industry body, not a regulator. Its 2026 report, covering 2025, says the average accident and illness policy cost $1,176 a year for a dog and $601 for a cat. Accident-only policies averaged $251 and $212, and policies with wellness care built in averaged $2,623 and $1,499.1 NAPHIA says its data covers about 99% of pet insurance premium written in the U.S. and Canada, and Willis Towers Watson compiles it.1

Prices have climbed fast. The average accident and illness premium for a dog rose 9.9% in 2025, and it has gone from $797 in 2021 to $1,176, an increase of 48% by our calculation. For cats it rose from $425 to $601 over the same years.1 Few pets are insured: NAPHIA puts the share at 3.72% of Canada's estimated 17.3 million dogs and cats, or 5.64% of dogs and 1.91% of cats.1

Pet insurance costs in Ontario and B.C.

We found no published provincial averages. NAPHIA does publish each province's share of insured pets and of premiums, from its members' data. Ontario had 36.2% of insured pets and 37.6% of premiums in 2025; B.C. had 23.1% and 25.5%; Alberta 18.7% and 17.9%; Quebec 13.2% and 11.6%.1 By our calculation, that means the average insured pet in B.C. carried about 10% more premium than the Canadian average, Ontario about 4% more, Alberta about 4% less and Quebec about 12% less. The shares mix accident-only, accident and illness, and wellness policies, so treat the ratios as rough.

Insurers price each pet separately. Petsecure says prices vary by species, breed and where in Canada you live, and Desjardins lists breed, size and where you live among the factors.6,13 The only way to know your price is to get quotes for the same pet from two or three insurers.

How premiums and deductibles change as pets age

Most policies cost more each year a pet gets older, and several raise the deductible or your share of the bill on a schedule printed in the wording. Petsecure explains its schedule as reflecting "the substantial increases in health care costs associated with aging Pets".8

Spot's sample policy lists a $100 deductible and 10% share under age 2, rising to $300 and 30% over age 10.18 Pets Plus Us' plan page shows dog deductible options of $100, $200 or $300 to age 5 and $300, $400 or $500 from 5 to 10.9

Four policy terms that decide claims

Waiting periods, especially for knees

Cruciate ligament tears are where the policies differ most. Petsecure and Desjardins make you wait six months for cruciate ligament and spinal disc (IVDD) claims.8,14 Pets Plus Us and Spot treat a torn cruciate as an illness, so it waits 14 days like any other illness.10,18 Fetch excludes for life any orthopedic condition that starts in the first 180 days, unless a vet examines the knees in that time and notes no pre-existing problem.16 Trupanion has no separate wait, but it excludes knee problems such as a luxating patella or cruciate disease if signs showed on either side of the body in the 18 months before you enrol or the first 30 days after.2

Pre-existing conditions

Every policy we read excludes conditions that showed signs before coverage started or during the waiting period.2,8,16,10 The details differ. Trupanion looks back 18 months.2 Petsecure will review an exclusion if your pet has been free of signs and treatment for six months to a year, at your cost for the records.8 Fetch covers a curable condition again after 12 months with no signs or treatment.16 Petsecure and Spot also want a recent vet exam: without one, anything found at the first exam can be excluded.8,18

Per-condition or yearly deductible

Trupanion charges its deductible once per condition, for the life of that condition.2 The others charge one deductible per policy year, whatever the number of conditions.7,9,16,18,13 A per-condition deductible favours a pet with one long-running problem. A yearly deductible favours a pet with several small, unrelated problems in a year, but you pay it again every year a chronic condition continues.

Payout caps and claims reviews

Caps work differently from policy to policy. Petsecure's lower three plans cap each accident and each condition per year, Desjardins' Bronze and Silver Paw cap each illness or accident, and Pets Plus Us, Fetch and Spot cap the total paid in a year.6,13,9,16,18 Trupanion, Petsecure Secure 4 and Desjardins Gold Paw set no dollar cap on the main benefit.2,6,13 Petsecure adds a twice-yearly review of the previous 24 months of claims that can raise your share from 20% to 30%, 40% or 50%; it says you may move back down later.8 We did not find that clause in the Desjardins wording.14

Who stands behind each policy

The brand on the website is often not the insurer. Several brands are sold and administered by one company and underwritten by another, and the underwriter is the company that owes you the claim. Trupanion says its Canadian policies are underwritten by GPIC Insurance Company or Accelerant Insurance Company of Canada, and that your declarations page shows which.4 In 2021, Trupanion, Inc. gave notice under the federal Insurance Companies Act that it would apply to incorporate GPIC as a pet insurer based in North Vancouver.20

How to complain about a pet insurer

Start with customer service, then ask for the company's complaints officer or ombudsperson. Trupanion's protocol sends unresolved complaints to its compliance officer and then to the underwriter, GPIC or Accelerant.24 Pets Plus Us sends them to Northbridge's ombudsman.25 If you are still not satisfied, the General Insurance OmbudService (GIO) offers free, independent help, and all five underwriters on this page subscribe to it.21 In Quebec, Trupanion's protocol also points to the Autorité des marchés financiers (AMF).24

We read 181 comments in 5 r/PersonalFinanceCanada threads from 2026. These are anecdotes, not a survey, and none of the people we quote said which province they live in. Four patterns came up again and again.

Several commenters chose a savings account instead. In both of the busiest threads, the most upvoted reply was sceptical of pet insurance, while many owners who described a large vet bill said their policy paid off. Both groups are describing their own pets.

How to choose a pet insurance policy

  • Enrol before anything shows up. No policy covers a condition that showed signs before coverage, and the longest look-back we found is 18 months.2
  • Get the vet exam on file. Petsecure wants a comprehensive exam within 12 months before the policy starts, and Spot wants one within 30 days if your pet has not seen a vet in six months.8,18
  • Check the knee rules for a large dog. Compare the six-month cruciate waits at Petsecure and Desjardins, the 14-day illness wait at Pets Plus Us and Spot, and Fetch's 180-day orthopedic rule.8,14,10,18,16
  • Ask for the age schedule. Get the deductible and reimbursement your pet will have at 5, 8 and 10, not just today's premium.18,8,13
  • Find the underwriter. It is on the declarations page. That is the company you would take to the GIO.4,21
  • Mind the claim deadline. Trupanion wants claims within 90 days of treatment and Petsecure within six months; Pets Plus Us' current terms allow 180 days.2,26,7
  • Use the cooling-off period. Trupanion refunds the premium in full if you cancel within 30 days and no claim has been paid.2

Before you trust other pet insurance rankings

  • Insurer comparison pages are marketing. Trupanion's comparison page describes competitors' plans; check those claims against each competitor's own wording, as we did.3
  • Look at the date on "number one" claims. Trupanion calls itself "#1 in Canada based on 2022 NAPHIA data survey results of gross premiums".4 That is a size measure from 2022, not a quality rating.
  • Ask how a review site is paid. Many sites that rank pet insurers earn a fee when you buy. If a ranking does not show its method, give it little weight.
  • Average prices are not your price. NAPHIA's averages mix every breed, age and region.1

Some things no document here can tell you: how quickly each company pays, how often it denies claims, or how it treats your pet's specific history. No Canadian regulator publishes that for pet insurance as far as we could find.

What is the best pet insurance in Canada?

No single policy wins on every term. Trupanion has no payout cap and a per-condition deductible but does not pay exam fees; Petsecure pays exam fees, taxes and some dental care but caps most plans; Pets Plus Us lets you choose 70%, 80% or 90% back.2,3,6,9 Match the policy to the risk you most want covered.

How much is pet insurance in Canada?

How much is pet insurance in B.C.?

What is the best pet insurance in Ontario?

The same national brands sell in Ontario, so the choice turns on policy terms, not the province. BMO Insurance began selling Trupanion coverage online to Ontario pet owners in November 2025, and CAA South Central Ontario sells Pets Plus Us coverage.5,11

Does pet insurance cover pre-existing conditions?

No. Every policy we read excludes conditions that showed signs before coverage began or during the waiting period. Trupanion looks back 18 months, while Petsecure and Fetch can lift some exclusions after a symptom-free period.2,8,16

Is there a waiting period for cruciate ligament (ACL) surgery?

It varies. Petsecure and Desjardins wait six months for cruciate ligament and spinal disc claims, Pets Plus Us and Spot treat a torn cruciate as an illness with a 14-day wait, and Fetch excludes orthopedic conditions that start in the first 180 days unless a vet clears the knees.8,14,10,18,16

Where can I complain about a pet insurance company?

Start with the insurer, then its ombudsperson or complaints officer. If that fails, the General Insurance OmbudService (GIO) reviews complaints for free, and all five underwriters on this page subscribe to it. In Quebec you can also go to the Autorité des marchés financiers (AMF).24,25,21

How we did this

Between Oct. 6 and 7, 2026, we read the current policy wording, sample policy or plan page for Trupanion, Petsecure, Desjardins, Pets Plus Us, CAA, Fetch, Spot and BMO Insurance's Trupanion offer. We confirmed each underwriter from the company's own documents, looked up ratings in AM Best reports or the insurer's announcement of them, and checked membership on the General Insurance OmbudService's subscriber list. Premium averages come from NAPHIA's 2026 report. Our calculations are labelled: the price increases since 2021 and the provincial premium ratios.

We did not get quotes, contact the companies or test claims, and no company paid for a mention. We left out Petsecure's and Pets Plus Us' accident-only plans and wellness add-ons to keep the comparison on accident and illness cover.
