Medications, Unops and opacity

The United Nations Office of Project Services (Unops) not only failed in its mission to buy the drugs entrusted to it by the Mexican government and put an end to the alleged corruption that had existed in the national pharmaceutical sphere.

Shielded by the diplomatic immunity granted by the federal government, Unops is immersed in an impenetrable dark hole that prevents knowing how the more than 135 billion pesos that it exercised for that purpose were handled, which in the end was partially and minimally breached or fulfilled. .

That is the diagnosis of the expert on transparency, María Elena Pérez Jaen (who was commissioner of the Federal Institute for Access to Information (Ifai, now Inai).

He assures that based on his knowledge through the transparency platform, he has requested and has been denied the information of the contracts that Unops made.

Nobody knows, nobody knew? It seems that this is what it is about. The current independent consultancy on transparency matters has asked the Ministries of Health, Finance and the Office of the Presidency of the Republic for reports from Unops and those agencies, on contracts and budget management, and the answer is the same. .

That information is non-existent. On top of that, says Pérez Jaen, the Inai has validated the official response. In other words, it has confirmed the non-existence of that information.

For this reason, the former transparency commissioner demands that the autonomous body exert all its force so that what has been hidden until now is made public.

What remains in the dark always results in corruption. The activist claims to have the legal basis for the INAI to exercise all its powers in pursuit of transparency.

Regardless of the fact that the Mexican government granted diplomatic immunity to Unops and it cannot be audited by the Ministry of Public Function or by the Superior Audit of the Federation, it is possible to hold it accountable for the amount of resources it exercised. .

That of the former transparency commissioner is a citizen act that demands transparency. We will see.

Glimpses

SHORT CIRCUIT? The US ambassador to Mexico, Ken Salazar reiterated that the Electricity Reform worries companies in that country that have invested more than 1 billion dollars in Mexico.

Although he is confident that there are possibilities that it can be solved, he warned that Mexico requires investment from US companies, not only in the electricity sector, but in other areas. The meeting of the 3 friends is coming, the presidents of Mexico, the United States and Canada and most likely the issue will be on the table.
