France: E. Macron wants to double the police presence on the ground in 10 years

The French president announced several reforms concerning the police, during a speech given at the national police school in Roubaix (northern France).Beauvau of security“, this vast consultation started 7 months ago. Overview of the main measures announced.

Emmanuel Macron says he wants “more blue on the ground“, in other words, a more visible presence of the police in the territories. This passes, according to him, through a doubling in 10 years of the presence of police and gendarmes on public roads.

« The police must be freed from administrative tasks by developing the missions of the personnel, estimated the Head of State. There is also a need to re-examine working time to strengthen the capacity of the field units. »

The President said he heard the request for “more arms“. He therefore announced the creation of a police operational reserve, staffed with 30,000 reservists. The existing gendarmerie reserve will accommodate 20,000 additional people.

On the political level, the Head of State announced that a security programming and orientation law will be presented in early 2022.

Emmanuel Macron has indicated that the sum of 500 million euros will be released for the implementation of the Beauvau of security from 2022.

In total, the budget of the Ministry of the Interior will increase by 1.5 billion euros in 2022, announced the Head of State, presenting the conclusions of this vast consultation on security. The 500 million euros are an extension of the 900 million increase announced by Prime Minister Jean Castex at the end of July.

Unsurprisingly, Emmanuel Macron returned to the functioning of the General Inspectorate of the National Police (IGPN) and the General Inspectorate of the National Gendarmerie (IGGN). He thus evoked the creation of a independent administrative authority.

“I will propose to the presidents of the parliamentary chambers, on the model of the parliamentary intelligence delegation, to create a parliamentary control body for the police which will be able to evaluate their action. “

Many voices believe that the IGPN and IGGN are not sufficiently independent to conduct investigations into possible slippages by the police.

  • “Security forces and justice” links

The president promised to ease administrative procedures, including “heaviness (…) is the common enemy of our law enforcement agencies and our magistrates“.

Emmanuel Macron thus proposes to widen the use of “fixed criminal fines”. He also pleads for a “drastic simplification” of the investigation frameworks (flagrance, preliminary investigations …)

This reform will have to be clarified within the framework of States General of Justice, which is scheduled to open soon.

The Head of State finally wants the establishment of “complaints online from 2023“.

President Emmanuel Macron has finally announced a new outfit for the police, with a “modernized polo shirt” and a cap replacing the cap. This new outfit should be effective from 2022.

This will contribute to the “renewal of the French police“and the”consideration which (..) is due“to the police, according to the head of state.

The Zecler affair, the starting point of the “Beauvau”

The “Beauvau de la sécurité” was launched on February 1, 2021, a few weeks after the beating of Michel Zecler, black music producer, in Paris.

After this case, Emmanuel Macron had recognized the existence of facial checks and violence on the part of the police. Statements that made the police unions scream.

The “Beauvau” had been decided to respond to their anger.

For seven months, round tables were organized at national and regional level, on different themes: training, supervision or video recording …

These discussions were held in the presence of police unions and members of civil society.
