At a virtual news conference Tuesday, the Bolus Program listed its top 25 most wanted, including Keyshawn McMillan (No. 22). Edmonton police have issued a nation-wide warrant for his arrest of him in connection with a human trafficking and intimate partner violence investigation.

Toronto Police Chief James Ramer said the program’s message for the public is to “be on the lookout,” a police term also known as “bolo” used in reference to someone wanted by law enforcement. Ramer also had stern words for the suspects on the list.

“Today, your world gets smaller,” Ramer said, “You’ve already been looking over your shoulder since you decided to evade arrest. With the major rewards announced today, the loyalty of any friends and associates assisting you in evading arrest will be tested.”

On March 9, Edmonton police responded to a report of an assault with a weapon at a motel in the area of 151 Street and 111 Avenue, where McMillan is reported to have violently assaulted a 19-year-old woman, Edmonton police said. He was arrested on scene and charged with assault with a weapon.

Five months later, another violent assault with a weapon involving the suspect and the same woman took place at a motel in the area of 168 Street and 118 Avenue, where McMillan is alleged to have threatened the woman and kept her inside the motel room, police said. The woman was able to escape the following day on Aug. 10., and further investigation found that the 19-year-old had been forced into the sex trade and trafficked, police added.

McMillan was subpoenaed to attend court on Aug. 17 in relation to the March 9 assault. He failed to show up and is believed to have been actively evading police since March.

At the top of the Bolo Program list, the Toronto Police Service is looking for Abilaziz Mohamed, who is wanted on a Canada-wide warrant for first-degree murder. The program is offering up to $250,000 for information leading to his arrest of him.
