Why 2022 will be a key year for mobility, by Xavier Ferré and Gregorio Serrano

If there is a year expected by many that is 2022, which will be the one of the transformation in a more digital economy and in a more just and sustainable world. Since the recovery of our ability to move around is one of the most effective indicators of a return to normality, let’s review the main milestones for 2022 in terms of mobility sustainable, safe and connected in our country.

The newly approved Spanish Strategy for Sustainable, Safe and Connected Mobility, a document that will guide the actions of the Ministry of Transport, Mobility and Urban Agenda in the next 10 years on the challenges in the mobility of people and transport of goods of the XXI century. Related to this, the approval of the Law on Sustainable Mobility and Financing of Transport is also planned for the measures of the Strategy that require regulatory regulation. And the call will be created National Mobility System, with the aim of coordinating and cooperating in matters of transport and mobility among all administrations public authorities with competence in the matter.

Regarding safe mobility, the most important milestone will be the entry into force, around April, of the new Traffic, Motor Vehicle Circulation and Road Safety law. A normative modification that will update several precepts of the law on the Permit for Points. A tool that has been proven valid to reduce the accident rate on the road, but that it was necessary to update to improve efficiency of the system, adapt it to the times and reinforce road safety, and already with references to the automated vehicle.

On sustainable mobility, delimitation during 2022 of the Low Emission Zones (ZBE), mainly in municipalities with more than 50,000 inhabitants, will be the prominent measure. The restriction of circulation to certain vehicles according to their environmental distinctive and level of emissions will promote the use of vehicles and modes of transport more clean. What’s more, the Recovery, Transformation and Resilience Plan of Spain, approved in June by the European Commission, includes a crash plan for Sustainable, Safe and Connected Mobility in urban environments and metropolitans that promote decarbonization of urban mobility and improve air quality.

Relevant progress and projects

If we talk about connected mobility, in 2022 we will see two relevant advances. On the one hand, the Advanced Systems of Helps Driving (ADAS). Some will become obligatory due to the entry into force of the European regulation for the approval of vehicles. On the other hand, the development of the main connected mobility project in our country: the DGT 3.0. The initiative aims to create a kind of ‘cloud’ of traffic that receive and send incidents on the circulation in real time and in a personalized way for each Username, something that will be reinforced thanks to the promotion of the 5G mobile phone network. With this technology the quality in the data transmission, from cloud to vehicles and between vehicles.

To finalize this approach to what 2022 will bring us in mobility, we must refer to one of the jewels of the Spanish industry: that of the automotive. And, with it, a strategic project in the sector: the PERTE of the Electric and Connected Vehicle. Approved in 2021 by the Council of Ministers and the European Commission, it focuses on creating an ecosystem necessary for the development and manufacture of electric vehicles and connected by promoting the car industry, sustainable and connected, and the generation of new activities.

Likewise, 250,000 registered electric vehicles would be reached in 2023 and between 80,000 and 110,000 recharging points deployed.

Finally, other relevant projects related to bicycle, rail, sea or air transport, as well as other regulatory reforms related to the public electric recharging network or hydrogen, will take place in 2022. Therefore, it can be said that this year will be key code for a mobility that will make us leave future generations a world more sustainable, secure, shared and connected.
