They ask to withdraw Carolina Viggiano’s registration as a candidate for the governorship of Hidalgo


The Hidalgo New Alliance Party (PNAH) requested the National Electoral Institute (INE) sanction the PRI-PAN-PRD candidate for state governor by losing her registration, Caroline Viggiano Austriabecause, presumably, he incurred in fraud against the law, by making pre-campaign expenses that he did not report to the authority.

On March 23, the PNAH presented to the local board of the INE in Hidalgo an appeal against the agreement of the General Council of the INE/CG 161/2022 institute, in which it disputes the ruling on pre-campaign expenses presented by the policy PRI, since although that electoral authority confirmed that expenses were made during the pre-campaign period, which benefited the then PRI-PAN-PRD candidate, it only imposed a fine on the PRI and PRD and did not withdraw the registration, as as it happened in 2021, when, due to similar situations, it decided to withdraw the candidacies of the morenistas Felix Salgado Macedonio and Raul Moron to the governorships of Guerrero and Michoacán, respectively.

The argument of the complaint is that Viggiano incurred in fraud of the law, because PRI and PRD used billboards to promote the aspiration of PRI politics to the candidacy of both parties.

Specifically, they spread through that channel advertisements in which they inserted the silhouette and slogans of the pre-candidate; however, these parties failed to report the expenses in the presentation of the pre-campaign income and expense report, despite the fact that the INE warned them that the omission could result in being sanctioned with the denial of the candidate’s registration.

According to the PNAH, the fraud against the law of the PRI and PRD standard-bearer consisted in the fact that they contributed resources to the pre-campaign from their ordinary items to strategically prevent such expenses from being accounted for in favor of Viggiano and then they presented their expense reports. of pre-campaign in zeros.

According to the Nueva Alianza Hidalgo Party, this violated article 229 of the General Law of Electoral Institutions and Procedures (Legipe), which establishes the obligation for political parties to present pre-campaign reports regarding the origin and destination of the resources they obtain for the development of the internal selection processes of their candidates.

He stressed that the INE has already confirmed that pre-campaign expenses were made, both in billboards and in events with members of both parties.

Likewise, he pointed out that Viggiano Austria, “intentionally”, sought to hide the error by submitting a letter addressed to the PRI and PRD stating that no expenses had been made during the pre-campaign, which implies a premeditated, tactical and aggravated omission to inform the pretending to deceive the authority and thereby failing to fulfill the purpose of the inspection.

According to the local electoral calendar, the campaign period begins on April 3, which will end on June 1 and the election will be on Sunday, June 5.
