Querétaro will apply ecological taxes to companies from 2023

Querétaro, Qro. Starting in 2023, the ecological taxes that the state government will apply to companies installed in the entity.

These are three taxes: for the emission of gases into the atmosphere, for deposit or storage of waste and of environmental remediation by extraction of materials, which will come into effect in 2023, said the Secretary for Sustainable Development (Sedesu), Marco Antonio del Prete Tercero.

There are 500 companies that are likely to comply with these levies, 400 for gas emissions into the atmosphere, and the remaining 100 are for the tax for the extraction of non-metallic materials or the generation of waste from special handling.

Companies must publish their Annual Operating Certificate (COA) for the Pollutant Emissions and Transfer Register (PRTR). According to information from the SedesuThrough the COA, the company reports its environmental performance regarding the immediately preceding year, in relation to emissions and transfer of pollutants, and it is essential in the integration of the state PRTR database.

“For ecological taxes, the premise that was raised is that whoever pollutes pays and they go in three ways (…) All industrial companies of state competition, that generate emissions into the atmosphere, have to publish their Annual Operation Certificate and through We can keep this special pollutant transfer register with this certificate ”, he specified.

For the first tax, through the Annual Operating and the special pollutant transfer registry will determine how much should be disbursed; Each company must self-determine how many tons of CO2 it is generating in its processes and from that information the tax will be quantified, explained the state secretary.

Among the payment options that will be proposed, the first consists of generating a compensation scheme by the companies, either through making an investment to reduce the level of pollutants or providing resources for environmental projects, he explained.

The second tax is related to the extraction of non-metallic minerals, such as lime, quarry, gravel; a percentage will have to be paid for the extraction.

“Because we want to influence that we do not continue to extract materials from the earth, but rather give them a second life, that is why we speak of the circular economy system. There is a lot of gravel that can be reused in construction processes, probably not for certain processes, but in construction ”, he explained.

The third tax is related to the emission of waste from special handling; in this case, through the COA, it will be determined that the companies that generate special handling waste will have to pay a percentage for the ton of waste generated.

“We are going to focus a lot on materials such as excreta from animals, livestock, sludge from wastewater treatment plants,” he said.

Guidelines

During 2022, he explained, work will be done on determining the base of polluting companies, as well as on the guidelines for the applicability of ecological taxes.

“Environmental taxes will begin to be collected until 2023, because in 2022 the basis of who are those who are polluting will be determined, we already know who they are because it is something that we have been doing for 10 years or more with this card. of annual operation and this special pollutant transfer registry ”, he commented.

These liens are already considered in the Income Law for fiscal year 2022 from QueretaroHowever, they still do not have a collection projection for that year, as they will be applied in 2023.
