Quebec to require training for parents who adopt children from overseas

Quebec parents who want to adopt a child from overseas will be obliged, beginning in 2023, to follow a preparation program created by the provincial government.

The program, titled L’adoption internationale: les primers pas de ma réflexion, was unveiled Monday by junior health minister Lionel Carmant.

Consisting of videos, readings and questionnaires, the nine-session program will be available online and allow parents to complete the training at their own pace.

The program aims not only to equip parents for the regulatory maze of international adoption, but also to evaluate their own readiness for the process.

The nine episodes examine the motivation for adopting a child, the experience of a child in the context of adoption, the child’s socio-emotional development, and the issues of risk and protection. It also examines the elements surrounding the experiences of a child before their adoption and their quest for identity afterward.

Other episodes examine the legal context of international adoption and details how the process is carried out.

The program focuses on allowing parents to identify their expectations, capacities and their limits. It also details the challenges they will face and the particular needs of an adopted child.

The program will become mandatory in 2023, allowing time for an English translation to be prepared.
