“Illegal” means of pressure: the court rules in favor of the STL


A concerted action by members of the Union of Bus Drivers of the Société des transports de Laval (STL) did indeed take place to put in place illegal means of pressure, concluded the Administrative Labor Tribunal (TAT) on Monday.

Last week, the management of the STL had denounced “illegal” means of pressure deployed by the union, thus disrupting the transport service. The STL had qualified these disruptions as a “concerted action to boycott overtime and school assignments” promising that legal interventions will be undertaken “to put an end to the pressure tactics.”

For its part, the union had “categorically” denied the STL’s allegations. “The STL omits to mention that 23 drivers are currently absent from work because they are infected with COVID-19,” it said in a press release.

In its decision handed down on Monday, the TAT ordered the union “to take all measures to ensure that its members immediately cease the illegal pressure tactics”. The TAT asked the union to “immediately and publicly state its intention to comply with the orders contained in this decision”.

The STL provides for an “immediate” return to normal for users.

This incident occurs in the midst of negotiations for a new collective agreement between the two parties. Moreover, the next negotiation meeting must take place in the presence of a mediator on April 27th.
