ERC updates its roadmap with an eye on the dialogue table

In an unexpected way, ERC will show this weekend, like never before, his bicephaly. Next Sunday, at the same time that the president of the party, Oriol Junqueras, addresses the militancy, the training coordinator and president of the Generalitat, Pere Aragones, will be at a multilateral summit, the Conference of Presidents, with Pedro Sánchez. This has forced a change of program since Aragonès intervenes in the Republican Political Conference this Saturday, together with Martha Rovira. In the background, the two pillars on which Esquerra’s action pivots, day-to-day management and the relationship with the state government.

The National Conference (CN) has as its object update the political postulates of the party, your roadmap. Something especially key to a year of municipal elections that seem decisive for the future of the party. A way to provide a common and unique substratum to the candidates in elections in which municipal particularities can blur the ideology of the party.

The basic paper on which the militancy has worked (the CN has 1,300 registered that will meet this weekend at La Farga in L’Hospitalet) has been paid for by the Deputy Secretary for Prospective and Agenda 2030, Raul Romeva. have been presented 500 partial amendments (especially environment and energy), of which 400 have been transactedthat is, the initial text has been reformulated, and 60 have been accepted verbatim. The rest declined for reasons of form or withdrew.

Negotiation and confrontation

The Romeva text, above all, is a new officialization of the Republican commitment to the negotiated routewhich the party identifies as the better democratic confrontation. It is intended, therefore, an accolade from the militancy to the dialogue table. Of course, as the party is no stranger to the harassment and demolition that it suffers on behalf of the table by the other pro-independence forces, and particularly by Junts, its partner in the Government, the paper already outlines a scenario in case the table gets stuck .

That ‘if the table runs aground’ is an absurd conditional for a good part of the independence movement, not only for the fat revenues that the forum has thrown up, but because of the ‘impasse’ itself that has been going on since, at the end of the year, speculation began when a new meeting would be held. We’re in the middle of March and neither is nor is expected.

Thus, the Republicans already study, indoors, options to carry out when the much-announced death of this negotiation table becomes official, as exhorted Aragonès himself to make in his speech at Sant Esteve. And, going one step further, they propose testing these forceful measures, basically focused in mobilization and civil disobedience, not only as a plan b, but also to pressure the government so that it “takes seriously” the forum for dialogue and negotiation.

Disobedience and overflow

“We are neither naive, nor are we ignorant of history”, reads the text written by Romeva, and that, for this reason, “both to strengthen our position how to be prepared if the negotiation does not bear fruit expected”, it is necessary to “build alternatives to confront the democratic attack that we want to win”. And as was already made explicit in the political conference four years ago, The paper asserts: “We do not renounce any democratic instrument that allows us to achieve independence.” The type of actions is not detailed beyond the fact that they are “shares of political and social disobedience up to actions of democratic overflow“.

This commitment to negotiation also has opposition within the party, that of the Col lectiu 1-Owhich, in an alternative text, defends the one-sided way towards independence. The text will be put to a vote on Sunday, which will be a litmus test for the promoters. The amendment, according to official party sources, “was rejected in all the regional congresses”, but the fact that the North Catalonia could not be held “because that federation is in full restructuring”, it has allowed that, “in order to be guarantors, be taken directly to plenary“.
