Colau initially approves the budgets thanks to the support of Barcelona pel Canvi

  • Government partners gain the support of Eva Parera’s group and thus avoid the obstacle posed by the ‘No’ announced and fulfilled by ERC

  • The municipal accounts project will continue its journey and will be submitted in December to the vote that must definitively validate them

The Barcelona City Council has initially approved this Wednesday the city’s draft budget for 2022 thanks to the fact that the government partners, Barcelona en Comú and the PSC, have achieved the support of the three councilors of Barcelona for Change, the group that heads Eva Parera, who succeeded former French Prime Minister Manuel Valls in that responsibility. The initial approval will allow the city accounts to continue their journey, which provides for their final approval in the municipal plenary session in December, provided they achieve the support of the simple majority.

The session has been impressive, which is commendable in the case of such a dense subject. The tension has been considerable, because if 21 councilors have voted in favor of the budget, 20 have voted against, and some dagger the councilors have publicly thrown.

“We are brave people & rdquor;

The three votes of Barcelona pel Canvi have spared a serious displeasure to those of Ada Colau, that without them, in view of the ‘No’ announced and complied with by ERC, it would have had to extend the accounts or remove the item from the agenda, to approve them in another way or already started 2022 in a subsequent plenary session. Seen from the opposite point, the Republicans have seen as three votes that left their offensive to nothing. Three votes that Parera has defended, arguing that they do not imply a definitive endorsement, that they only allow to continue negotiating until the final vote, scheduled for the December plenary session.

The proposal prospers by the minimum: it receives 21 votes in favor and 20 against

The councilor has alluded to the surprise that her support has raised and has shaken the darts received in different ways: “We are brave people and I do not care about the insults and the campaigns that are made & rdquor ;. And before the allusion that the support received by the government was that of Valls, formulated by the head of the Junts ranks, Elsa Artadi, Parera recalled that the French no longer participates in his management: “The party is led by me & rdquor;.

The position of Eva Parera’s group leaves Maragall’s offensive against the BComú government and the PSC in an attempt

When Parera announced the favorable vote, a certain tension was palpable in the room, which had already risen with a previous intervention by the president of Ciutadans in the consistory, Guilarte Light, which has anticipated that Barcelona pel Canvi would save the government alluding to Parera and the non-attached councilor Marilén Barceló as “a deputy of the PP and a turncoat & rdquor ;. Parera is part of the popular ranks in the Parliament and Barceló left Guilarte’s group to get closer to Parera’s, although the council did not allow him to join it and de facto integrates it. Barceló has protested against Guilarte’s tone: “Before he has disrespected me at the private level and now at the public level. I am very pleased to have a vote against yours. You are the councilor for ‘No’, I am the councilor for ‘Yes’.

Recovery budgets

The first deputy mayor, Jaume Collboni, recalled in the commission’s initial intervention the nature of the project: “They are expansive budgets that have to serve to reinforce the social shield & rdquor ;. And he has warned that the public would not understand if they were not approved. Next, the ERC leader, Ernest Maragall, has succinctly reiterated the reasons for its rejection: they are, in its opinion, non-transformative accounts, typical of “inertia & rdquor ;, to which has been added the complaint of repeated non-compliance by the government. An argumentatively necessary complaint, because the Republicans have agreed on the great decisions of this term. But Maragall spoke before Parera certified the goal in the last minutes by Barcelona en Comú and PSC. Goal, it is true, that it arrives in the semifinal. Now we have to play the final.

The Councilor for Budgets, Jordi Martí, thanked Parera for allowing them to continue negotiating, and stressed that this is what the groups were asked to do: time, not to choose to knock down the text. And he has invited to continue debating from tomorrow. He has also replied to Maragall that compliance with the budget for 2021 was 98%. Maragall has insisted that the future of the city is not being addressed with transformation approaches.

Luckily for several councilors, the mask did not allow them to see him, but not a few smiles have been drawn when Parera made it clear that there would be no fiasco of the government partners. Artadi, as Guilarte and as the president of the PP group, Josep Bou, has voted against. Now the final game is missing, for which there is a long month left.

The government approved the 2020 and 2021 accounts smoothly, in both cases with the support of ERC, and that of other groups in different editions: Junts per Catalunya voted in favor of the 2020 accounts and Barcelona pel Canvi, of the of 2021.

Provisional return to the past

The Ada Colau government has returned this week to the previous mandate, as if it had traveled back in time, without a doubt without meaning to. In the previous term, Colau extended Xavier Trias’s last 2015 budgets to 2016. It was a foreseeable decision, given that she had been mayor for half a year: a few months later, the government promoted a budget modification on those extended accounts. The budgets for 2017 and 2018 saw the light of an extraordinary way, designed so that a city council would not be blocked by the precariousness of its government: a question of trust associated with the budget project. The operation is clear: once the local government budget project is defeated, a period of one month opens during which the opposition has the opportunity to add the votes necessary to elect another mayor. If after 30 days there is no agreement to designate that new mayor, the current mayor’s bill is automatically approved. And in the last year of her first term, the mayor was forced to extend the previous budgets: if the agreement was not viable before, six months before the municipal elections it was even more complicated.
