The Barcelona City Council has initially approved this Wednesday the city’s draft budget for 2022 thanks to the fact that the government partners, Barcelona en Comú and the PSC, have achieved the support of the three councilors of Barcelona for Change, the group that heads Eva Parera, who succeeded former French Prime Minister Manuel Valls in that responsibility. The initial approval will allow the city accounts to continue their journey, which provides for their final approval in the municipal plenary session in December, provided they achieve the support of the simple majority.
The session has been impressive, which is commendable in the case of such a dense subject. The tension has been considerable, because if 21 councilors have voted in favor of the budget, 20 have voted against, and some dagger the councilors have publicly thrown.

The three votes of Barcelona pel Canvi have spared a serious displeasure to those of Ada Colau, that without them, in view of the ‘No’ announced and complied with by ERC, it would have had to extend the accounts or remove the item from the agenda, to approve them in another way or already started 2022 in a subsequent plenary session. Seen from the opposite point, the Republicans have seen as three votes that left their offensive to nothing. Three votes that Parera has defended, arguing that they do not imply a definitive endorsement, that they only allow to continue negotiating until the final vote, scheduled for the December plenary session.

An argumentatively necessary complaint, because the Republicans have agreed on the great decisions of this term. But Maragall spoke before Parera certified the goal in the last minutes by Barcelona en Comú and PSC. Goal, it is true, that it arrives in the semifinal. Now we have to play the final.
The Councilor for Budgets, Jordi Martí, thanked Parera for allowing them to continue negotiating, and stressed that this is what the groups were asked to do: time, not to choose to knock down the text. And he has invited to continue debating from tomorrow. He has also replied to Maragall that compliance with the budget for 2021 was 98%. Maragall has insisted that the future of the city is not being addressed with transformation approaches.
Luckily for several councilors, the mask did not allow them to see him, but not a few smiles have been drawn when Parera made it clear that there would be no fiasco of the government partners. Artadi, as Guilarte and as the president of the PP group, Josep Bou, has voted against. Now the final game is missing, for which there is a long month left.

The operation is clear: once the local government budget project is defeated, a period of one month opens during which the opposition has the opportunity to add the votes necessary to elect another mayor. If after 30 days there is no agreement to designate that new mayor, the current mayor’s bill is automatically approved. And in the last year of her first term, the mayor was forced to extend the previous budgets: if the agreement was not viable before, six months before the municipal elections it was even more complicated.
