On Wednesday, the Richelieu Valley Animal Services Intermunicipal Board (RISAVR) confiscated two adult German shepherds and a puppy of the same breed from Jiaqi Chen, owner of a small farmhouse in Contrecoeur.

The same day, the Journal published a report on the mistreatment of animals in this farmhouse on Rang du Ruisseau, according to observations by several neighbors.

Unsanitary conditions and fearful dogs

According to the director of RISAVR, Isabelle Labrecque, the dogs seized were not living in acceptable conditions.

“It was unsanitary and it was not a fenced area according to municipal regulations,” she says, citing the observations of the patroller she sent to the scene.

Although the dogs seem to be eating their fill, Ms. Labrecque has reason to believe that they have been mistreated by the owner.

“They are fearful,” she says. As soon as you raise your hand, they go into the bottom of the cage. We have his suspicions of abuse.

On Friday, the owner informed RISAVR that he wanted to dispose of his dogs. These will therefore be offered for adoption by the organization.

The carcasses still there

A week after being left by the side of the road in front of the farmhouse, the two carcasses of sheep that had outraged neighbors were still in the same place on Friday.

MAPAQ had refused to provide any information on Mr. Chen’s case earlier this week, claiming that he did not comment on specific situations.

According to new information gathered by the Journal, it was the Ministry of Agriculture, Fisheries and Food that had given the directive to Mr. Chen to leave the two sheep at the side of the road. A knacker sent by the ministry was to pick them up by today.

Owner Jiaqi Chen did not immediately respond to questions from the Journal about the seizure of his dogs at the time of this writing.
