Acciona, FCC, Ferrovial and six other companies dispute the cleaning of the headquarters of the Bank of Spain for 10.2 million

Nine companies They are fighting to become the winner of the contract for cleaning and other complementary services of the Bank of Spain’s headquarters for the next three years, with the possibility of an extension. And the fact is that the amount of the same is not negligible: more than 10 million euros, which will go to the company that, in the opinion of those responsible for the Bank of Spain, has presented the best offer.

The banking supervisor launched a tender three months ago to find a company that will be in charge of cleaning and other services at its main headquarters, located in the historic building at 48 Calle Alcalá in Madrid, for the next three years, starting on January 1, 2022.

It provided for this a budget of almost 8.5 million euros, to which must be added the VAT of 21%, which raises it to 10.25 million. This will pay for the service for the next three years, although the contract provides for the possibility of extending it twice for up to one year each. If this were done, the total budget would be 17.08 million euros with VAT (14.1 million without taxes).

The bulk of the budget will be allocated to the payment of personnel (almost 8 million of the amount before taxes), which will be made up of 59 cleaners, a specialist, eleven specialized laborers and three managers.

For security reasons, which must be justified, the Bank of Spain reserves the right to prevent entry or reject the operators proposed by the company at any time and, if necessary, they must be replaced immediately.

Cheaper offers

The service companies had almost a month to present their offers and finally nine have wanted to bid on the contract. Is about Acciona Facility Services, Clece, Owls, FCC Environment, Ferrovial Services, Lacera Services and Maintenance, Crespo cleaning, Auxiliary Maintenance and Cleaning Services and Comprehensive Net Cleaning Services.

The cheapest offers have been submitted by Eulen (7.1 million before taxes) and FCC Medioambiente (7.2 million without VAT), while the most expensive have come from Lacera Servicios y Mantenimiento (8.2 million without VAT ) and Limpiezas Crespo (7.98 million without VAT).

The data is relevant because the economic offer is, by far, the criterion with the most weight of the weighting, although to choose the winner, other aspects will be taken into account, such as the annual bag of hours, the face-to-face availability of a manager and their experience in declared buildings Asset of Cultural Interest, which includes the extraordinary cleaning of the building’s facade Torre, the proposal issued by the company on cleaning the Bank of Spain’s Data Processing Center, as well as the service quality control system.

The contract also includes a special condition That has to do with reuse and management of packaging used for service. Specifically, the winning company will have to deliver to the Bank of Spain at least once a year a certificate from the company that removes and reuses the empty containers of the products used, thus collaborating with the Bank of Spain’s commitment to the environment.

If this condition is not met, the supervisor may impose an annual penalty of up to 10% of the contract price without VAT (although at most the company may be “fined” 25% adding all the penalties).

Visit to the facilities

Before launching their offer, the companies made a visit to the facilities of the Bank of Spain headquarters last June to find out the place of execution of the contract. This visit, in fact, was mandatory to be able to bid for it.

It was also necessary to comply with certain business requirements, since only those companies that have registered in the last three years have been able to attend this process. a minimum annual turnover of € 4.23 million, as well as those that have performed similar services in public or private companies in the last three years. The amount of the service performed in the year of greatest execution must be equal to or greater than 2.82 million euros.
