Environment Canada says a “significant atmospheric river event” dumped “copious” amounts of rain on parts of the southern coast of British Columbia, causing heavy flooding. In early Monday morning footage, vehicles are submerged in floodwaters on 16th Avenue and Courtenay Street in Vancouver.
