Toponymic designation: Quebec pays tribute to the father of health insurance


The building housing the head office of the Régie de l’assurance maladie will change its name to pay tribute to the father of health insurance, Claude Castonguay.

It was during a national commemoration ceremony in memory of the former Minister of Health that the Premier of Quebec, François Legault, made the announcement.

“Claude Castonguay was a true visionary. He changed Quebec society and he is a pillar of the Quiet Revolution. He was one of the great architects of modern Quebec. He has inspired generations of Quebecers and he will continue to inspire us to always aim higher for Quebec,” said Mr. Legault.

An important political figure of the Quiet Revolution, Claude Castonguay is considered the father of today’s Quebec health insurance plan. First named an Officer of the National Order of Quebec in 1991, he was later named a Grand Officer in 2014.

“Claude Castonguay has revolutionized access to health care and services in Quebec. The creation of the public health insurance scheme was a major lever for social transformation. Thanks to his work, Quebecers now have access to free health care,” said the current Minister of Health and Social Services, Christian Dubé.

The Claude-Castonguay building is located at 1125 Grande Allée Ouest, in Quebec City.
