Too Much Volatility, by Joan Tapia

One of the serious problems in Spain is the total inability to agree between the two major parties, which generates great tension and leads politics to destructive extremes. In addition, it impedes institutional stability, as evidenced by the fact that the General Council of the Judiciary could not renew itself for more than two years after the mandate of the Constitution.

The Government and the opposition are not here to help each other, but should also not want to liquidate each other. Even in the highly polarized United States, an important Biden law, infrastructure, has prospered thanks to the negotiated vote of a handful of Republican senators.

In our climate of extreme tension, the pact of the labor reform between the government, employers and unions leaves a certain hope. Is it upheld after its ratification in Congress in a very strange vote? Less. But there were similarities in which a healthy pragmatism.

Labor reform is not optimal for anyone, but perhaps its virtue lies in it.. It was signed by the bosses because they believe that social agreements are positive and that their price is acceptable. And for the unions, who knew how to handle the demagogic “repeal & rdquor; which the PSOE and Podemos promised, but in return they achieved some of their demands. And the agreement with the social partners highlighted the major differences between the two government partners. Pedro Sanchez it is included Yolanda Diaz -which has significantly more merit- acted aware that in the European Union, which will invest 140 000 million in Spain, 11.6% of last year’s GDP, one does not -and should not be ruled by businessmen before the wall Investments have no more limits.

And parliamentary ratification has shown it ideological blocks are not everything. Many of the left were in favor of supporting both the pact and the government. But also a minority of the center-right (Cs, Canary Coalition, PDECat and UPN) which prioritized the agreement with economic law. On the contrary, most of the political right (PP and Vox) and part of the ordinary allies of the Government (PNV, ERC and Bildu) against was.

That the support block for the Government is weak was already known and has been demonstrated again. Vote budgets, but it lacks coherence. That the PP voted against it despite the fact that Rajoy’s former Minister of Labor – the author of the reform who wanted to “repeal” – advised Garamendi that he signed it indicates that in Married Harassment of the government prevails over his image as ruler.

So far, everything could be expected. And with these oxen we must plow. But in the end, the vote was won by a series of mistakes that show that, despite government propaganda, there is more volatility than stability in Spain. The ‘yes’ came out with only one vote (175 to 174) because a deputy of the PP made a mistake and thus compensated that the two of the Union of the Navarrese People, contrary to the order of their party, they did so against.

Sánchez’s left-wing majority lacked coherence and this Thursday’s average was two votes short and was saved by an error. In Spain, all non-block agreements cost too much. And furthermore, this pragmatic agreement – which without being a miracle cure positive – could only come out after great efforts and two final mistakes that would make a lot of noise. The road map – if there is one – is too rough. The Government has ratified the labor reform, but the political climate is not better today than it was yesterday.
