The trial of senior officials of the federal prison system charged by the FGR is progressing

This Tuesday, the indictment went before a controlling judge against 15 senior officials and former officials of the federal prison system, including three directors, for allegedly abuse of powers and authorities, Y criminal association

The foregoing for alleged irregularities in the contracting, adjudication and construction of eight Federal Social Rehabilitation Centers, which cost about 270 000 million pesos.

In a continuation hearing this Tuesday, the respective defenses of each of the accused argued the prescription of the crimes, but the controlling judge declared it inadmissible in all cases. The judge also ordered that the trial continue this Wednesday, January 19, to determine whether these 15 people are connected to the trial.

At 15, the FGR attributed that they paid a premium in the contracts for the construction and provision of the prison service in the Federal Centers for Social Rehabilitation (Ceferesos) of Morelos, Michoacán, Durango, Sonora, Oaxaca, Guanajuato, Chiapas and Coahuila.

The prosecutor’s office made seven attempts to prosecute this matter within criminal case 45/2021, with reference to the contracts awarded between 2010 and 2011 to the companies ICA, Arendal, Prodemex, GIA, Homex and Tradeco for about 270 000 million pesos is.

It was on January 13, 2021 when President Andrés Manuel López Obrador said that there was an investigation into the Attorney General of the Republic by seven agreements signed in December 2010 and one in 2011 by federal prison authorities, spaces that currently have an occupancy rate of between 32 and 78% with a total population of 12,284 people deprived of their liberty (PPL).

He argued that the amount paid during the past 9 years is 75.661 million pesos, which corresponds to 36% of the total amount, with 190.638 million still to be paid, taking into account that the contracts are valid for 20 years. In this way, the total projected in that period is 266,300 million pesos.

He indicated that in 2020 alone the Decentralized Administrative Body Prevention and Social Rehabilitation (OADPRS) paid 15 562 million pesos, equivalent to 68.3% of its annual budget, which means that the average annual amount for a person deprived of liberty is 1.3 million pesos; 144 588 pesos per month and per day, 3 819 pesos.

Sergio Alberto Martínez Castuera, Salvador Camacho Aguirre and Celina Oseguera Parra, former national coordinators of federal prisons, are three of the 15 charged by the FGR in this case. In the case of Celina Oseguera Parra, she was charged in 2015 with the second escape of drug smuggler Joaquín “El Chapo” Guzmán, although she was acquitted by a judge in June 2020.

The following have been charged with the crime of improper use of powers and faculties: Jannet Miriam Martínez Sánchez; Antonio Corona Rodriguez; Javier de Haro Alva; Maria Lidia Alcantar Vargas; Celina Oseguera Parra; Sergio Alberto Martinez Castuera; Jose Ariel Morales Lopez; Miguel Vial Hernandez; Salvador Camacho Aguirre; Francisco Raúl Rincón Gallardo Díaz; Saul Castro Castro; Alma Delia Sánchez Ocampo; Gonzalo Villarreal Guerra; Marco Antonio Villarreal Gutiérrez and Arturo Sosa Viderique.

Meanwhile, Marco Antonio Villarreal Gutiérrez has also been charged with the crime of criminal association; Gonzalo Villarreal Guerra and Arturo Sosa Viderique.
