The linguistic pact, run aground for the third time in Parliament


  • Junts asks again for an extension and delays the approval of the reform of the law to fit the sentence of 25% of Castilian

The linguistic pact that intends to fit the ruling on the 25% of Spanish in the classrooms still stuck. The four-way agreement that they signed PSC, ERC, Junts and ‘commons’ it remains undated for the hemicycle to debate and approve. The post-convergence, after receiving harsh criticism from some pro-independence sectors, froze its signature and asked for more time to collect social support. But more than a month after that ‘stand by’, Junts is still asking for an extension. The third attempt to reach plenary has failed.

On March 24, these four groups agreed to amend the language policy law to guarantee the use of Spanish in the classroomin which Catalan will continue to be the vehicular language and each educational center will be able to specify the percentages in its linguistic projects according to its particular reality.

When the agreement was closed, it was already urgent to approve it due to the announcement of requests for forced execution of the sentence before the Superior Court of Justice of Catalonia (TSJC), but socialists, republicans and purples prioritized a broad agreement and agreed to postpone the proposal at the request of Junts.

In the last meeting to order the plenary session, at the end of April, they gave in again and agreed to give another 15 days, “no more”, for which was to be discussed on May 10, 11 and 12. But at the meeting of the Board of Spokespersons this Tuesday, Junts has once again asked for it to be postponed and only the ‘comuns’ have demanded that it be voted on as soon as possible in plenary.

The reasons are diverse. PSC, ERC and ‘comuns’ point to the internal disputes in Juntswith an internal congress at the beginning of June, while the post-convergence insists that without the support of social and educational actors, it cannot be approved.

On the other hand, Cs will register in the Parliament a bill to reform the educational law and introduce a trilingual system in Catalonia, which guarantees teaching in Spanish, Catalan and English. The party’s spokesman in the House, Nacho Martin Blanco, has indicated that the reform is in line with “reinforcing trilingualism” and “shielding bilingualism” in the Catalan school. The proposal establishes by law 25% of Catalan, Spanish and English and leaves the remaining 25% available to the centers so that they adapt it according to the sociolinguistic reality, as explained by the spokesperson.
