The Judicial Power has already extended the invitation to Felipe VI to preside over the act of handing over the dispatches to the new judges to be held in Barcelona, an event traditionally attended by the monarch except for 2020, when he communicated his decision not to attend.

Sources of the Judicial Power confirm that this 2021, as is tradition, that invitation has been sent to the Casa del Rey, although they point out that so far it has not been decided when that delivery of dispatches will take place. Its celebration before the end of the year is valued.

In case the King accepts, normality would return to this event after in 2020 he did not preside for the first time the act of delivering dispatches to the new judges. Then, the Royal House communicated to the General Council of the Judicial Power (CGPJ) its decision not to attend, despite being invited as normal as every year.

According to sources, on that occasion, the governing body of the judges had issued the invitation, which was accepted by the Royal House, as it replied by confirming its attendance. However, the CGPJ received a new communication in which it was reported that the King would not finally attend the delivery of dispatches.

It was the first time that, since he acceded to the throne in June 2014, Felipe VI did not attend this event held in Barcelona, where the Judicial School is based. However, the same sources consulted indicated that it was not the first time that a monarch had not witnessed the delivery of dispatches.

The controversy of 2020

At the expense of what happens in 2021, the year 2020 was the second consecutive year in which this act suffered changes in its normal celebration, since in 2019 on the occasion of the 40th anniversary of the Constitution it moved to Madrid, where it was present Felipe VI.

The delivery of dispatches is one of the few annual acts related to the Judicial Power that the King attends. One of them is the Opening of the judicial year, which took place last week in the Supreme Court and was chaired by Felipe VI, as has also been customary.

Due to this unusual absence, in 2020 the judges’ associations requested explanations from both the Government and the CGPJ. In fact, the Professional Association of the Magistracy (APM) demanded in a statement that the Executive of Pedro Sanchez give explanations about the real reasons why the king was finally not going to attend, since according to various media the origin was that the Government had “advised” his absence for “security reasons.”
