Foreign Minister Amir Khan Muttaqi of the new Taliban-led Afghan cabinet said Tuesday that the government remains committed to not allowing regime militants and other terrorist groups to use its territory to attack other countries.

The context: During their rule in the 1990s, the Taliban gave refuge to Al Qaeda and its boss Osama bin Laden. The group’s refusal to hand them over, following the September 11 terrorist attacks in the United States, prompted the United States to launch its assault on Afghanistan.

  • The Taliban pledged to sever ties with al Qaeda and to ensure that the security of other countries is not threatened from their territory.
  • At the first press conference since the Taliban formed an interim government, the Taliban spokesman insisted that the regime will allow the Afghans to leave.
  • The Taliban called on international donors to send more aid, stating that “Afghanistan is poor.”

What do they say? The regime negotiator reiterated that the government was interim. The official emphasized that when a permanent government is formed, “what the people want will be taken into account,” although he did not want to give a calendar for a permanent government.

  • The foreign minister noted that the Taliban-led government seeks good relations with nations around the world, but insisted that they should not interfere in its affairs.
  • “We will decide in time,” Mottaqi said when asked if the Taliban would include women or minorities in government.
