Supreme Court honors outgoing Minister José Franco González Salas

In a solemn session, the plenary session of the Supreme Court of Justice of the Nation (SCJN) honored and fired the minister José Fernando Franco González Salas, who will conclude his 15-year tenure as a member of the country’s highest court on December 11.

In his farewell speech, Minister Franco González Salas affirmed that the high constitutional court has as one of its main strengths to face any adversity, the unity of its members:

“Not with regard to jurisdictional decisions, since they must be taken with full freedom and in accordance with the conviction of each of the members. I am referring to the institutional unity that is required to defend —if it is necessary— the autonomy and independence of the Judicial Power and its members with a high view and vision of the State. I hope that this continues to be – as it has been up to now – the rule that governs the Supreme Court of Justice of the Nation in all cases and situations in which it is necessary to apply it, “he said.

After recounting the reforms that had an impact on the federal and local justice system, such as the new criminal justice system, the labor reform and the most recent judicial reform, he said that in these 15 years, the Supreme Court of Justice of the Nation has made progress in defending the institutions to avoid violations generated by some other public authority, and also in defending people’s human rights.

The president of the SCJN, Arturo Fernando Zaldívar Lelo de Larrea, described Minister José Fernando Franco González Salas as “flawless, a high-level jurist”, demanding, disciplined and rigorous, with impeccable, respectful, sensitive and humane professional integrity.

He affirmed that the trajectory of Minister Franco is that of a statesman due to his time in the three Powers of the Union, since he served in the Federal Public Administration, in the Chamber of Deputies, in the National Human Rights Commission, in the Academy and in the Federal Electoral Court, where “he left a lasting mark on those who understand that his role does not transcend.”

“The career of Minister Franco is an example of life, dedicated to public service, without privileges, without putting personal interests first, with austerity, integrity, conviction and sensitivity. It is possible to hold high positions without betraying our principles and values, it is possible to participate in the public life of this country without losing the consistency of living as you think and thinking how you live, “he said.

Among the legacy of Minister Franco, he highlighted resolutions on women’s reproductive and sexual rights, equal access to social security benefits for minors, people with disabilities and for people who suffered discrimination due to their sexual orientation, reasonable adjustments for girls and boys with disabilities in nurseries, broadcasting in indigenous languages ​​and trade union rights.

“Minister Franco was also a splendid mentor committed to training the new generations of judges. A generous and selfless teacher, who listens to all voices and educates by example, with upright behavior both in public and in private. A minister with profound institutional clarity, fully aware of the responsibility that being a constitutional judge in our country implies and that he contributed his broad vision of the State to all the matters in which he had to participate, in which he always weighed the consequences and resolved in conscience, “he said.

On November 23, the Senate of the Republic, at the proposal of President Andrés Manuel López Obrador, appointed Loretta Ortiz Ahlf as a new member of the highest court as of December 12, when Minister José Fernando Franco González Salas will conclude his term. .
