States form block to update Inegi data

A block of states led by Mexico City, Jalisco and Veracruz seeks to apply the new data disclosed by the National Institute of Statistics and Geography (Inegi), which are necessary for them to increase their federal spending next year.

In an interview with El Economista, the Secretary of Finance and Planning of Veracruz, José Luis Lima Franco, explained that an alliance has already been created between different states to appeal the recent decision of the Supreme Court of Justice, which prevents the latest figures from the Inegi, specifically of the National Survey of Occupation and Employment (ENOE) and with that, the allocation of federal shares from previous years will continue to be maintained.

He specified that currently the bloc seeks to have approaches with the Supreme Court of Justice, at the same time, they are working in coordination with the Federal Prosecutor’s Office so that a new final resolution is generated and the new data is applied.

“We are looking for all states to be right. We are working closely with the Prosecutor’s Office, we are reviewing the legal issue, we give them the information. The Mexico City and we are working so that all states do not continue to be harmed, ”he assured.

In this regard, Head of Government of Mexico City, Claudia Sheinbaum Pardo, explained at the conference on Tuesday how the data has not been updated and how the impact on all states has arisen since last year.

“There is a formula for the dispersion of resources to the states and to the Mexico City (…) there is a formula where the population is a very important variable. In the last census of 2020 (of Inegi), the production of the population of the Mexico state, with respect to the whole country, decreases. For many years, many resources were given to the State of Mexico and Mexico City was punished, “he said.

In this vein, he elaborated that before the new adjustment of variables, the State of Mexico immediately presented a constitutional controversy before the Supreme Court of Justice of the Nation, so that the Inegi data is not updated and it continues to be given the same resource.

However, maintaining the same resources for the Mexican entity made the Secretariat of Finance and Public Credit has taken away the budget from the other states, said the secretary of Finance and Planning of Veracruz. Not adjusting the new data affects states such as the country’s capital, Jalisco, Veracruz and Nuevo León.

“We have filed whatever is required because we are defending the inhabitants of the Mexico City, in the sense that the proportion of the population is greater than that represented by the State of Mexico ”, the leader of the capital’s Executive deepened.

On this point, José Luis Lima explained that the financial authorities of Mexico City presented at the Permanent Commission of Fiscal Officials, carried out in Tijuana last October, a position against the controversy that the State of Mexico made before the Supreme Court of Justice; more states immediately joined the positioning and action plan of the capital’s authority.

“The issue is that it affected all the states of the country. Due to this controversy, about 3,427 million pesos had to be given to the State of Mexico, for taking the previous data from the Inegi. These resources came from the fact that money was taken from all the states, it affected us all, ”added Lima Franco.

Sheinbaum Brown reported that due to the population distribution, the city would currently correspond to around 2,000 million additional pesos by 2022.

Tax pact in jeopardy

Lima Franco pointed out that the decision of the Supreme Court of Justice ruling in favor of the Mexican entity marks a bad precedent for the future, since the door opens to challenge any data from the Inegi for the distribution formulas for federalized spending.

“I believe that this breaks this fiscal pact, the fiscal coordination system. The Inegi take national behaviors, where there is population, demographic changes, go against the data of the Inegi it is going against natural population movements. Censuses help to see where more resources have to be allocated ”, he stated.

The Veracruz secretary pointed out that the correct instance to make these revisions of formula variables is the Permanent Commission of Fiscal Officials.

“Precisely the Standing Commission is where these issues have to be discussed. We are very concerned, because it does present a very bad precedent for the fiscal coordination system, I believe that from the outset, in some way, it is damaging this trust, this good relationship and coordination between the states, “he said.
