SICT guideline to regulate railway rates, without advance


Measure eight of the Package Against Inflation and Famine (Pacic) presented by the federal government that mentions the non-increase of railway rates or interconnection consideration for six months for the transport of food, fertilizers and hydrocarbons, published last May 4 , has not been specified.

Despite the fact that the Secretariat of Infrastructure, Communications and Transport (SICT) already has (since April 26) the approval of the National Commission for Regulatory Improvement (Conamer) to publish in the Official Gazette of the Federation the Directive of emergency for the well-being of the users of the public freight rail transport service, it has not yet done so. “It is noted that the regulatory proposal may constitute an effective and timely strategy for price control,” argued the commission.

In the aforementioned guideline, the agency urges the Railway Transport Regulatory Agency (ARTF) to: establish a methodology, set the considerations for the interconnection services and the maximum rates in the provision of the freight rail service, considering the establishment of conditions for affordable access, at a cost that provides for the development of the sector and guarantees the preservation of democracy based on the economic, social and political development of the country.
