Segob issues decree creating the Search Table for Missing Migrants


After six months of analysis, the Secretary of the Interior issued the decree creating the Search Table for Missing Migrants, with the purpose of exchanging information between different institutions and promoting the search for missing migrants, particularly in their transit through the Central America-Mexico-United States migration corridor. Joined.

The agreement published this Wednesday in the Official Gazette of the Federation (DOF)which creates the Search Desk for Missing Migrantsrecognizes that the search for missing migrants requires a transnational approach given the need to coordinate actions and exchange data between institutions, families and organizations from various countries.

Therefore, it is established that the Search Desk for Missing Migrants It is a space for coordination, exchange and continuous updating of information, in which institutions of the Mexican State and other States, Mexican and international civil organizations, groups of relatives of missing migrants, and social organizations specialized in assisting migrants in transit participate. and search for missing migrants, as well as national and international experts and experts.

Likewise, it was indicated that the National Commission for the Search of Persons will be in charge, as Technical Secretariat, of coordinating the meetings of this Search Table.

While it will seek to promote the integration of existing experiences and projects for the search, location and identification of missing migrants in the region, for which the Forensic Commission created through the Collaboration Agreement for the Identification of Remains Located in San Fernando Tamaulipas and in Cadereyta Nuevo León, the Forensic Data Bank of Non-Located Migrants of El Salvador.

In addition to the Forensic Data Bank of Non-Located Migrants of Honduras, the Forensic Data Bank of Disappeared Migrants of the State of Oaxaca, as well as the Forensic Data Bank of Non-Located Migrants of the State of Chiapas, the External Support Mechanism for Search and Investigation, and The Forensic Border Coalition, among others, which at any time may request their incorporation to the Technical Secretariat.

On the other hand, it was emphasized that the participation of families of missing migrants is a recognized right before the Search Table for Missing Migrants, and must be guaranteed, so this body will not be able to meet without their presence.

In this sense, it was said that they should be incorporated into any commission, working group or equivalent that it generates to address specific issues, while the availability of interpreters will be guaranteed when necessary for the participation of families.

While the operating personnel of the Foreign Search and Investigation Support Mechanism will facilitate remote connection conditions at the headquarters of consulates, embassies or attaché offices when necessary to guarantee the right to participation of families residing outside the national territory that require it.

The decree also obliges the Unit for the Investigation of Crimes for Migrant Persons of the Attorney General of the Republic (FGR)the National Institute of Migration (INM) and the Ministry of Foreign Affairs (SRE) to designate public servants capable of participating in the Search Table for Missing Migrant Persons.

On the other hand, it was established that the Missing Migrant Persons Search Table will meet regularly every two months, remotely, although it may also hold extraordinary sessions.

It should be noted that the Segob indicated that this mechanism joins the Inter-institutional Working Group to search for patterns of missing migrants, provided for in the Homologated Search Protocol, which will bring together multiple national institutions and organize them to advance in the resolution of cross-cutting problems. .
