Regina Police Issue Public Safety Alert on High Risk Sex Offenders – Regina | The Canadian News

The Regina Police Service (RPS) has issued a public notice about a man who is considered to be at high risk of sexual and / or violent recidivism.

The alert is subject to the authority of the Saskatchewan Public Disclosure Act.

Police described Louis Ted Mercredi as a 38-year-old indigenous man who is approximately five foot four, weighs about 257 pounds, and has a heavy build. Mercredi has brown eyes and short black hair.

Police say Mercredi resides in the Heritage neighborhood of Regina, in a residence that provides supervision and monitoring of his activities. Prior to November 16, he had not been allowed unaccompanied absences from his approved residence.

“Louis Ted Mercredi has a criminal record that includes violent sexual offenses and a history of recidivism. During his time incarcerated, he completed designated programming to address his risk factors, ”according to RPS. “However, Louis Ted Mercredi has made no progress in reducing his high risk of reoffending. He has just served a sentence of eight years and one month. At his last sentence, he was designated a dangerous felon and received a long-term supervision order for ten years. “

RPS noted that the information about Mercredi is intended to enable members of the public to take precautions not to engage in any form of surveillance or other unreasonable conduct directed towards it.

According to the police, under the conditions of the Long-Term Supervision Order, Mercredi must live in an approved residence and must meet the following special conditions:

• You must not consume, buy or possess alcohol;
• Do not enter establishments where the main source of income comes from the sale or consumption of alcohol;
• You must not consume, buy or possess drugs other than prescription drugs taken as prescribed and over-the-counter drugs taken as recommended by the manufacturer;
• He must not associate with anyone he knows or believes is involved in criminal activity, or anyone who is actively abusing substances;
• You must follow a treatment plan / program that will be arranged by your probation supervisor in the areas of sexual deviance and substance abuse;
• You must immediately report all intimate, sexual, and non-sexual relationships and friendships with women to your probation supervisor;
• You should not attempt to initiate sexual and non-sexual intimate friendships with women;
• You must not have direct or indirect contact with any of your current or former victims of your sex crime convictions; and
• You must not possess, possess or have control of any weapon.

Anyone wishing to report an incident where Mercredi violates the listed conditions should call the Regina Police Service at 306-777-6500 or Crime Stoppers at 1-800-222-8477 (TIPS). Concerns or reports from people living outside of Regina should be directed to the nearest RCMP detachment or local municipal police department.
