Puebla Congress approves application for municipal loans

Puebla, Pue. The Budget and Public Credit Commission of the local Congress, after approving that the 217 municipalities can access credits that would represent a total of 3,235 million pesos, urged the councilors to be responsible for applying the resources to social works.

Municipal governments must pay the credits with resources from the Municipal Social Infrastructure Contribution Fund (FISM), within the three-year management period, that is, cover them until October 2024.

In this regard, the local deputy of the Institutional Revolutionary Party (PRI), Charbel Jorge Estefan Chidiac, pointed out that in order for municipalities to acquire the loan, they must verify that they have financial solvency, in addition to the fact that the application must be approved by two-thirds of the councils.

He commented that simulations will not be allowed in the execution of resources, since the Legislative Power will be aware of the municipalities that entered last October.

The municipality of Puebla It will be the one that can request a greater loan, of up to 162 million 32,655 pesos, followed by Ajalpan with 84 million 132,110, Tehuacán with 66 million 561,231, Cuetzalan with 65 million 926,860 and Vicente Guerrero with 52 million 155,103 pesos.

This Thursday in the ordinary session of the State Congress, the approval of that proposal made by the leaders of the banks that make up the Board of Government and Political Coordination of the Legislative is expected.

The economist of the Popular Autonomous University of the State of Puebla (Upaep), Marcos Gutiérrez Barrón, considered the authorization of the deputies unfeasible, since the municipalities, at least during the first year, plan the works that are needed and the following year they carry out some projects, but they do not have a social vocation.

He indicated that social lags are not being addressed, since they do works in the headwaters of the municipalities and not in the peripheries that, for years have a neglect, despite urban growth.

He mentioned that although they require the support of the Cabildo, in many cases there are negotiations with the councilors of the political parties so that it is approved to request loans without having a livelihood and the fact of putting as a lock that the resources must be paid in the triennium, it is not fulfilled either as it has happened in other years.
