Public tenders reached 23.6 billion euros in 2021, 30% more than before the pandemic

The public tender conducted by all public bodies in Spain reached an amount of 23.648 million euros in 2021, representing a growth of 68% compared to the previous year and 29.6% compared to 2019, the years before the outbreak of the pandemic. According to data from the Association of Construction Companies and Infrastructure Concession Holders (Seopan), the municipalities led the increases in public bid compared to 2019, followed by the General Administration (ministries) and the autonomous communities.

In the first place, local entities tendered projects worth 8.935 million euros, 52% more than in 2019, when this figure was limited to 5.880 million. The biggest change, however, took place in the Central administration Compared to 2020, the year that has had the biggest impact of Covid-19 since the state reduced tenders to just 3,123 million, compared to nearly 8,000 million in 2021, 153% more.

Within the General Administration, the Ministry of Transport, Mobility and Urban Agenda was the big car of growth, winning 6.282 million, three times more than in 2020 and 22.5% more than in 2019. Ministry of the Ecological Transition and the Demographic Challenge 661 million, 102% and 73.2% growth, respectively, and the rest of ministries 971 200 million, 25.1% and 9.7% more, respectively.

In turn, within Transportation, Adif was the main promoter of public works, after doubling the figure it registered before the pandemic, to 4,000 million euros, multiplied by more than six times the tenders launched in 2020. All the other departments and companies that depend on this Ministry have increased tenders compared to up to 2020, although it has decreased in their comparison with 2019. This is the case of Aenawith only 491 000 euros, 42% less, or that of the port authorities, with 406 000 euros, 17% less.

In terms of autonomous communities, the volume was 6,800 million euros, 40.6% more than in 2020 and 13.9% more than in 2019. Compared to the year before the pandemic, Extremadura was the one that changed the most, with 228,300 euros and 170% more, followed by the Balearic Islands, with 194,000 euros and 135% more.

From there, the Valencian Community (98%), Castilla-La Mancha (93%), Galicia (87%), La Rioja (73%), the Basque Country (42%), Murcia (27%), Castilla and León (15%), Asturias (10.5%), Catalonia (6%) and Madrid (6%). On the other hand, the Canarias reduced it by 55%, followed by Navarre (-32%), Aragon (-27%), Andalusia (-15%) and Cantabria (-13%).
