“Presidential system hinders dialogue between forces”

Presidentialism in Mexico is an exhausted system that currently hinders dialogue between the various political forces, which is why it is necessary to move towards a semi-parliamentary regime, experts said.

“The very structure of the Supreme Executive Power of the Union makes political dialogue difficult, since, in this scheme, the one who wins ‘wins everything’ in terms of positions in the government. For this reason, the construction of a semi-parliamentary regime has been proposed in which the head of the State is separated from the head of the Government ”, was indicated in the essay“ Development in the face of the pandemic: new scenarios, new challenges ”, by the specialists Mario Luis Fuentes and Saúl Arellano, who belongs to the “Mexico Development Report. Coordinates for the development debate ”, published by the University Program for Development Studies (PUED) of the UNAM, which was presented yesterday.

In this test it was warned that our country is experiencing an offensive by the Executive branch, led by Andrés Manuel López Obrador, against the autonomous organizations – conceived as counterweights to the federal Executive itself -, under the argument that they have been co-opted by groups of power that have put them at the service of foreign interests or contrary to the constitutional and legal purpose for which they were created.

On the other hand, the authors indicated that in democracy the discussion on the most relevant issues is fundamentally mediated by political parties, which in Mexico go through a severe crisis of legitimacy.

And it is that, as it is recalled, the National Survey of Quality and Government Impact, of the National Institute of Statistics and Geography (Inegi) of 2019 showed that, on a scale of 1 to 10, citizens assigned a rating of 3.8 to the performance of the political parties.

“Without a system of competitive political parties, which respond to the expectations of citizens in terms of well-being, employment, public security and, in general, the entire agenda that is their responsibility, democracy will not be able to consolidate, then, as it would have been. argued Jorge Carpizo, ‘the rule of law is a social state or it is not the rule of law,’ “it was specified.

Precarious institutionality

During the presentation of the PUED document, Cuauhtémoc Cárdenas Solórzano, former presidential candidate and moral leader of the Mexican left, said that the weakness of the Mexican State is something that little is said about, however, it is essential to address it so that Mexico can get out of its problems current.

“It will be necessary to recognize that our state institutionality is precarious, incapable of fulfilling basic government tasks with minimal efficiency, universalization of the constitutionally obligatory places of education, guaranteeing health, the exercise of the right to work, access to water and housing, etc. .

“In current conditions, growth and social peace demand that the State seize and rescue territories and activities that it controls today and in which crime prevails today.

“That their presence be imposed through the implementation and expansion of productive projects,” he said.

For his part, Alfonso Ramírez Cuéllar, coordinator of the Tax Transition Work Group, stated that, for the development of the country, it is necessary to achieve the financial strength of the states and municipalities through property reforms and vehicle ownership.

As well as the progressivity of the income tax in individuals; fight the benefits of minimum taxes for multinationals and control of the rate effectively paid by the country’s large taxpayers.
