A police spokesman said the man was arrested and met with investigators Monday afternoon. He was released after he agreed to follow a number of conditions, including appearing in court at a future date if charged.

The man could be charged with criminal harassment and incitement to hatred, said the spokesman, who could not say what kind of animal he was.

The body was discovered on Saturday morning outside the Vaudreuil-Soulanges Islamic Cultural Center in Rang St-Antoine. The building used to be an abandoned restaurant and bar until the mosque recently moved into it.

Last year, when the city launched a special project that allowed the building to be used for religious purposes without having to rezone the entire area, the initiative met opposition from what the mayor described as a small but noisy.
