Nuevo León-Jalisco axis seeks to consolidate itself as the “great economic engine of the country”


Guadalajara, Jalisco. The governors of Jalisco and Nuevo León, Enrique Alfaro, and Samuel García, respectively, seek to consolidate an economic hub between the two entities and turn them into the “great economic engine of the country.”

As part of this objective, authorities and businessmen held a meeting in the capital of Monterrey, where the governor of Nuevo León called on the large companies established in both states to change their fiscal domicile to the entity where they are based and from which they produce.

García Sepúlveda explained that, previously, the regulations of the Tax Administration Service (SAT) forced large taxpayers, that is, all economic units with annual income of 1,500 million pesos or more than 700 million pesos in assets to register in Mexico City.

He clarified that, with the tax reform of electronic accounting, the requirement of territoriality was eliminated; however, he said, “due to a centralizing historical fact”, most of the large businessmen of Nuevo León and Jalisco, without being obliged, continue to have the Federal Taxpayer Registry (RFC) in Mexico City.

I would like this meeting, and having the great businessmen of Nuevo León and Jalisco here, to make a commitment to return the RFC to our lands and that our taxes remain in our states. He is a fortune, ”said the Monterrey president.

Then, he referred to his Jalisco counterpart: “And now Alfaro, instead of reaching out, to build, because the local treasuries would not stop,” referring to the federal contributions that their respective states would receive for the increase in contributions.

The Governor of Jalisco seconded the call to large companies to carry out what he said, it is a simple procedure.

“A call for any company that prides itself on being from Nuevo León and Jalisco to pay their taxes with a fiscal domicile in our states. If we can’t do even that for Jalisco and for Nuevo León, then we can’t say we’re proud of our land,” he deepened.

Alfaro Ramírez described as “terribly unfair” that, even with the distortion of the fiscal domicile, Jalisco contributes almost 8 out of every 100 pesos to the national Gross Domestic Product (GDP), but in return, he said, “every year we receive two out of every 100 pesos of the national budget.

According to data from the Ministry of Economy, Mexico City is the entity with the largest record of foreign capital in the period 1999-2021, with 135,483 million dollars; his closest pursuer, Nuevo León, is more than double that.

The governor of Jalisco stressed that after the failure of the regional economic block of the Central-Bajío-West Alliance because it was a project promoted by the government, the Nuevo León-Jalisco economic axis should be promoted by businessmen.

“It has to be an effort that looks beyond the political situation, that allows us to anticipate the future and understand the challenges that the nation will face in the economic field in the years to come,” he commented, after stressing that “both in Jalisco and in Nuevo León we understand that private initiative is an ally of the government, not an enemy of the government”.

He stressed that, together, the two entities contribute 15.2% of the country’s GDP; 17.2% of the total number of workers registered with the Mexican Social Security Institute, 18.8% of the jobs generated in the economic recovery period after the pandemic, 19.3% of the Foreign Direct Investment (FDI) that arrives in Mexico, 15% of large economic units and 14.7% of the country’s exports.

The Nuevo León meeting was attended by 60 businessmen from that state and a similar number from Jalisco, and it was anticipated that next September the meeting with the same actors will be held in this entity to follow up on the agenda.
