Ministry of Culture transfers more money to CDMX for works in Chapultepec


In this 2022, the Ministry of Culture has agreed to transfer to the government of the Mexico City a total of 2,817 million 803,000 pesos of its annual budget so that the capital authorities, through the local secretariats of the Environment (Headquarters) and Obras y Servicios (Sobse), continue work at various points in the Bosque de Chapultepec as part of the priority project for the integration of the Bosque de Chapultepec Cultural Complex.

This was made official with the publication at the end of last week in the Official Gazette of the Federation (DOF), where the amounts of distribution for each secretariat of the capital and the tasks that they must undertake are specified.

The Headquarters receives 1,017 million pesos to carry out civil and complementary works, as well as to pay for professional services for consultancies, studies and environmental and social mitigation measures in points such as the Botanical Garden, the rehabilitation of the Chapultepec Zoo, the construction works of the Environmental Culture Center, which will inhabit the second section of the forest; the construction of the Garden and Scenic Pavilion, located next to the National Auditorium; the recovery of the Natural History Museum and the sanitation of residual discharges and rehabilitation of fountains and lakes, among other details.

For its part, Sobse must invest 1,800 million 803,000 pesos for civil and complementary works and professional services and compensation in projects such as the much talked about National Warehouse of Art and Collectionssame that will begin to be built next August and will enter into operations next year, according to the federal Secretary of Culture last week.

Likewise, part of the Sobse resources will be used for the environmental closure and rehabilitation of the open-air dump in the Dolores Pantheon; installation of a system line cablebus that will connect the four sections of the forest, a project announced by the head of government last December. They will also serve to complete details of the new headquarters of the Cineteca Nacional, which, the authorities have announced, will partially start operations this year.

Calls launched in 2022

Until now, according to the platform BuyNetthis year the calls for the construction of the Scenic Garden have been published, whose architectural project was ruled in favor of the Michan Architecture office, as well as for the third stage of rehabilitation of the Chapultepec Zoo and the rehabilitation of the main access, the lobby and other service areas of the Natural History Museum.

Similarly, the Sobse has already launched calls for various works for the interconnection of museums, including the rehabilitation of the Bellavista walkway and the Chivatito and De los thunders roads.

For its part, the Secretary of the Environment launched a call for the environmental conservation of the four sections, whose scope of action includes just over 759 hectares in which dead trees will be removed, phytosanitary pruning, pest care, soil restoration and reforestation.

On March 10, the head of the Government of Mexico City, Claudia Sheinbaum Pardo, attended the morning conference, at the National Palace, and reported that until that moment the city government had invested 3,000 million 876 pesos of the little more than 10,335 million pesos of the federal budget destined for the priority project throughout the six-year term, that is to say that, at least until last March, the capital government has used 29% of the anticipated budget for the priority project. On that occasion, the official anticipated that the project should be inaugurated in December 2023.

The budget allocated for Chapultepec in the 2020 and 2021 Federation Expenditure Projects (PEF) amounts to 5,176 million pesos, in addition to the 3,823 million 590,000 pesos allocated in the EFP 2022 for exclusive use of the development of the forest project. The sum of these two figures would give at the end of this year an expense from the Treasury destined for Chapultepec of almost 9,000 million pesos, that is, 87% of the total allocated (just over 10,335 million pesos).

However, not all of the budget destined for Chapultepec is assigned to the Government of Mexico City. This year, Federal Culture was left with 1,005.7 million pesos, that is, 26% of the budget assigned in the EFP 2022 for the forest priority project.

There are so many open fronts and projects in which the expenditure destined for the Chapultepec Forest Cultural Complex that it is necessary for the authorities to detail the destination of the money that is not reflected in transparency platforms or in generalized public reports.
