Lázaro Cardenas, Mich. In order to achieve a new commercial port development for the country, Michoacán presented the project for the Logistics Platform of the Mexican Pacific, which consists of putting the port of Lázaro Cárdenas in cabotage matters.

From the Lázaro Cárdenas Port Business Center, the governor, Alfredo Ramírez Bedolla, explained to the federal, port and state authorities that this new action plan is part of the local plan to convert the entity as the North American logistics center by means of taking advantage of T-MEC.

“We are seeing, precisely at this moment, the entry into force of the T-MEC, little by little it is being applied in labor matters, in commercial matters and the next step, which stopped the pandemic, was the degree of integration of the products”, he pointed.

In this vein, to achieve the next point of the trade agreement and to consolidate itself as a response to the current international logistics problem, he pointed out that it is seeking to make a new cabotage berth for the port of Lázaro Cárdenas, that is, it seeks generate a maritime communication route to facilitate the transfer of products from Michoacán to the states of Baja California, Baja California Sur, Sonora, Sinaloa, Nayarit, Colima, Guerrero, Oaxaca and Chiapas.

“The port of Lázaro Cárdenas can be just that, a concentrated port, ships of 8,000, 10,000, 12,000 containers arrive here that cannot reach Salina Cruz, but here they can do the maneuver and in smaller ships, 800, 1,200 boxes of containers by sea to go to Salina Cruz ”, he deepened.

“We can promote from the Chiapas port, the Transístmico, Topolobampo, Sinaloa, Guaymas, Sonora, La Paz, Baja California, Ensenada and make a new commercial and logistics scheme for the benefit of Mexico and national and short-distance trade (…) It is the integration of all Pacific ports, working in harmony, “he added.

The state president stated that with this project, it would not only be possible to reconfigure the infrastructure of the Mexican Pacific and have better communication with the 12 ports in the area, it could also generate a route with the Gulf of mexico through the Trans-isthmian Corridor, to Puerto Progreso, Altamira and Veracruz.

“There is already current cabotage, but it needs to be encouraged, it is done very little, with fluids. oil, gasoline, fertilizers and minerals, “he said.

He pointed out that as a first investment, an initial investment of 600 million pesos is needed to generate the new cabotage berthing point, however, in order to further expand the berthing area and enhance the urban areas of Lázaro Cárdenas in the next three years they will to invest in 3,000 million.

“We are interested in that this maritime cabotage highway be made, they are medium-term projects, if there is the proper coordination (…) in up to 2 years we could have the complete scheme for trade,” he stressed.

Alfredo Ramírez explained that with this new terminal and expansion works, the port will consolidate itself as an absolute multimodal, since cabotage was the factor that it lacked to have.

“With this cabotage terminal that the port of Lázaro Cárdenas is planning, we will practically have the full circle of possibilities that a port can have in terms of its services (…) It would be the most important multimodal port in the Mexican Pacific,” he said.

Free zone

Ramírez Bedolla explained that the Mexican Pacific Logistics Platform project also plans to create an economic free zone, similar to that of the northern border or the Trans-isthmic Corridor.

“The city of Lázaro Cárdenas and the Unión-Guerrero could enjoy these schemes, we are working with Mexican Customs on that possibility, we are also working with the Ministry of Finance and Public Credit in those terms,” he said.

“It is a national scheme that is being proposed, this proposal we share with several governors and governors, also with the merchant marine,” he added.

It should be noted that recently the head of the Ministry of Economic Development (Sedeco), Alfredo Anaya Orozco, explained to El Economista that for the Pacific free zone it is proposed to lower the VAT at 8% and income tax at 20 percent.

In addition, more state taxes, agreements with municipalities for licenses and the strengthening of the single window will be encouraged.

Another factor that is added is the recent signature of the governor, Evelyn Salgado Pineda, with the Confederation of Industrial Chambers (Concamin) and the Council of Industrial and Business Chambers of Guerrero (Concaingro) for the formation of the Guerrero Alliance.

This new alliance also proposes the creation of a free zone for the La Unión region and the port of Lázaro Cárdenas in Michoacán, as well as the construction of an agro-industrial logistics park for Guerrero.

According to the Michoacán government, the entity has four projects to detonate its economy and make it the logistics center of North America.

The first project foresees the construction and operation of the largest industrial park in the Pacific on the Island of La Palma, the second strategic project also takes place in Lázaro Cárdenas, where it wants to consolidate its position as the Logistics Center of the Mexican Pacific and even the continent .
