The Council of Chambers and Business Associations of the State of Mexico (Concaem) asked the local Congress for the private sector to participate in the analysis and discussion of the new local tax proposals and thereby make a better evaluation of the impact they would have on the economic units and job creation.

“The discussion of the application of the new taxes cannot be carried out exclusively in the political order and exclusively between representatives of the Legislature, since it is the companies and the workers who will have to live with their implications,” said the president this Sunday. of the Concaem, Gilberto Sauza Martínez.

The state business leader recognized the need to increase local collection, because with more resources it could continue to offer public services, such as education, health and safety.

However, he pointed out that a decision on taxes “must be empathetic, proportional and equitable, investments should not be inhibited and above all, job creation.”

Sauza Martínez reported that as a business sector they carried out an analysis on the proposal for the new state taxes. For example, that the project to create a new tax on pawnshops may be positive, mainly due to the growing number of economic units that are in this line of business and of which there is no effective control.

“This sector has not closed operations despite the pandemic conditions, however, it does not have an effective definition in the calculation of taxes when the pawned garments are not recovered by the user,” he deepened.

The president of Concaem explained that establishing a 5% rate as a tax on the sale of products would help strengthen public finances.

“It would make it possible to strengthen public finances and efficiently impact the prevention of money laundering and insecurity with regard to the theft of goods or belongings,” he said.

Regarding the state government’s proposal to apply a new tax to individuals or legal entities for the emission of polluting gases into the atmosphere, the businessman pointed out that although it must be recognized that the Metropolitan Area of ​​the Valley of Mexico is the most polluted in the country and that of the Toluca Valley, the fourth with the worst air quality, rather than applying a tax, there should be a reorientation of investments.

“The measures to reverse these conditions, rather than collection, should be aimed at promoting investments that reduce the emission of pollutants, advance in meeting the objectives of the 2030 Agenda, prevent and avoid diseases among the population, so as to improve their quality of life ”, he reiterated.

Regarding the proposals to establish schedule taxes on professional services and business activities, the president of Concaem elaborated that the current situation should be evaluated, since it could mean an over-regulation of those who already pay taxes or that it is a factor that inhibits the arrival of investment to the state territory and impact on the generation of jobs.

“According to the 5% tax rate established in the proposal, there would be a direct effect of less than 3% direct in the payment of the tax caused, due to the direct deductibility that this tax would have, with respect to the payment of Income Tax ( ISR) ”, he highlighted.

“Although this tax has the possibility of being deductible, the operating conditions of the Tax Administration Service (SAT) in the last year have made it difficult for taxpayers to comply quickly and efficiently with their paperwork and procedures,” added the businessman. mexiquense.
