Querétaro, Qro. Create public policies on technological development and influencing the transition towards the knowledge economy are some of the axes that could govern the Institute of innovation and technological development that is planned to be installed in Queretaro.

Private Initiative and government agencies are working on the design of the institute, foreseeing that it will operate as a parastatal, however, it will have a council.

The project is under development and is expected to come into operation in the first quarter of 2022, explained the president of Vortex IT Querétaro, Information Technology Cluster, Jorge Buitrón Arriola.

The state government, he explained, urged the cluster and the TD2035 association (which promotes digital transformation) to create a proposal to form the institute.

With this, the cluster seeks to influence the configuration of the State development plan 2021-2027, proposing that information technologies be mainstreamed in the document that will govern the state administration.

Meanwhile, the institute could be led by a direction, in addition to integrating a council that would be made up of 70% by citizens specialized in the sector and the business branch.

“He will be citizenized, the director will be a government employee, but everything will be governed by a citizen council that will set the tone for where the application and technological development should go,” he explained.

One of the proposals is that representatives of business chambers and specialized organizations participate in the council, among them those that are currently part of TD2035. Among the pillars of the institute is promoting the adoption of technology and forging alliances with large suppliers in the sector.

“The first thing is training and preparation for technology adoption, investment in innovation and the creation of new technological business opportunities, alliances with large suppliers,” he said.

Investment in innovation

By taking protest as governor, Mauricio Kuri González, on October 1, declared that it is projected that for the next six years, the state will be the first in the country to invest 2% of its Gross Domestic Product (START) in research, innovation and technological development.

According to the State Competitiveness Index 2021, of the Mexican Institute for Competitiveness (IMCO), in the innovation ranking –which measures innovation and sophistication in economic sectors– Queretaro he moved to the second rung.

The institute makes various proposals to the states; in public spending and promotion of the economy focused on innovation, one of them is to shield at least 1% of the state budget for seven years to be allocated to research and development.

Likewise, it proposes that state congresses be responsible for conditioning this fraction of resources so that they are directed to universities and research centers. As well as designing financing mechanisms, through public funds, that allow entrepreneurs with a technological scientific base to obtain resources in the different stages of development. Integrate cooperation programs with companies and other research institutions in applied science.

Regarding applied science and technology policy, it is proposed to transform state universities and public research centers of the National Council of Science and Technology (Conacyt) in true business incubators and technological developments.

In education and training for innovation, promoting and linking local companies with universities and research centers; linking state universities to local businesses and training the state workforce, exposes the IMCO.
