How much did Vancouver’s mayor and senior managers earn in 2023?

Vancouver’s city manager earned $364,873 last year, nearly double the salary of the city’s mayor but less than the police chief.

Vancouver City Manager Paul Mochrie heads a list of 13 high-level municipal employees who earned more than $225,000 last year, as outlined in the city’s annual financial disclosure statement released Wednesday.

Mochrie was again the township’s highest-paid employee outside of the police department in 2023, earning $364,873 last year.

Vancouver Mayor Ken Sim’s compensation last year was $200,937, and city councilors earned between $108,301 and $116,682, depending on the amount of time they spent in additional roles, such as deputy mayor.

  • Director of Legal Services and City Attorney Francie Connell: $320,463
  • Andrew Naklicki, director of human resources: $266,538
  • Interim General Manager of Planning, Urban Design and Sustainability Doug Smith: $225,927
  • General Manager of Development, Buildings and Licensing Andrea Law: $294,327

The city’s financial reporting statement does not include employees of the Vancouver Police Department. The most recent publicly available information on VPD executive compensation shows that Vancouver Police Chief Adam Palmer earned $493,932 in 2022, and 12 other police employees earned more than $200,000 that year, led by Deputy Chief Steve Rai, who earned $383,044, and Deputy Chief Howard Chow, who earned $368,539. and assistant principal Fiona Wilson earning $321,662.
