Guerra and Monterrey: living off budget

Óscar Guerra and Rosendoevgueni Monterrey held a position in the highest-ranking body of the public office responsible for transparency and personal data in Mexico. They exercised the highest position of power and participated in the collegiate table to make the most important decisions of an autonomous constitutional body.

On May 4, their former plenary colleagues voted unanimously to reincorporate them into Inai as their subordinates.

Guzmán Tamayo was taken by Monterrey to the inai. Ramírez Sánchez was taken by Guerra. The distribution of positions is the privilege of the so-called “interference areas” that correspond to each commissioner: quotas of power that they have to manage during their periods.

These changes in inai They take place in a context where the institution has been under fire since the National Palace, where a president lives who one day and another also launches accusations of abuses against this constitutional body that he considers to be the result of the quotas of power of the political “old regime”.

The advisory council of inaia citizen monitoring and accompaniment body, asked to be transparent “the files related to the appointments” of Guerra and Monterrey, “in accordance with the constitutional principle of maximum publicity.”

But there is nothing to reveal: the agreements to reinstate Guerra and Monterrey are not found in public documents, but rather in the corridor conversations of the commissioners while President Blanca Lilia Ibarra Cadena had breakfast in Uruguay, on an official trip representing the inai.
