(Quebec) The former boss of Biron Groupe Santé, Geneviève Biron, becomes the first “top gun” at the management of Santé Québec. Coming from the private sector, she will be supported by a senior network manager while Frédéric Abergel, CEO of CHUM, is appointed executive vice-president of operations of the new state-owned company.




Minister Christian Dubé revealed this Monday the identity of his “top gun” who will take control of Santé Québec, the brand new state-owned company which will become the sole employer of the health and social services network. The council of ministers met in an extraordinary manner in the morning to give the green light to the first two appointments.

With more than 330,000 employees, Santé Québec will become one of the largest employers in the country.

The first president and CEO is Geneviève Biron, former boss of Biron Groupe Santé which she left in 2021. Since then, she was president and founder of Propulia Capital, a capital investment platform.

His mandate at the head of Santé Québec is three years.

She will be supported by the current CEO of the CHUM, Frédéric Abergel, who becomes executive vice-president of operations and transformation. According to the minister, these first two managers will form “a complementary duo”.

More than sixty candidates sent their applications to Quebec.

The 13 vacancies on the board of directors of Santé Québec were also coveted, with 800 people applying to sit there.

The Minister of Health published a photo on the social network X showing two bottles of his “special vintage” of maple syrup which he called “top gun”.

The Legault government did not skimp on the means to attract a top gun from the private sector at the head of the state corporation. Minister Christian Dubé’s wish is to find a candidate from outside the health network to occupy this position.

At the beginning of the year, Quebec revealed that the big boss of Santé Québec would receive a base salary of $567,000 per year, in addition to a 15% bonus for the first two years of his mandate, which is equivalent to to nearly $652,000 annually.

In comparison, the annual salary of Hydro-Québec CEO Michael Sabia is $639,000.

It is certain that the future big boss of Santé Québec will have to bring about a cultural change within the health and social services network. In the call for applications, it is indicated that he must also report “several experiences” which have enabled him to acquire “the skills required to carry out a major organizational transformation project”.

The president and CEO is appointed by the government for a term of no more than five years. This mandate may be renewed.

Santé Québec will be created after the appointment of the president and CEO and members of the board of directors in the spring. At the same time, we will begin the gradual transfer of MSSS staff to the agency.

The entire Santé Québec management team will be appointed in the summer of 2024.
