Ferromex concession extended in exchange for Celaya bypass

The Ministry of Infrastructure, Communications and Transportation (SICT) extended for the second time the term of the exclusive right to Ferromex (added four years and seven months) as compensation for the construction of the Celaya railway bypass, in which it made an investment of 2,340 millions of pesos.

The concession title to the subsidiary of Grupo México Transportes (GMXT), granted on June 22, 1997, established 30 years of exclusivity to provide the public service of rail freight and passenger transport.

During 2017, as part of the first works of the aforementioned bypass that was initiated by the same agency and then the company assumed the task, they were extended five years and six months, in such a way that with the new adjustment the term is 40 years and a month.

On Tuesday afternoon, GMXT published as a relevant event on the Mexican Stock Exchange (BMV), where it specified that the modification was made “in accordance with the last agreed conditions and that they were published on November 16 of the current year in the Official Gazette of the Federation (DOF). This agreement is a sign of the company’s commitment and trust with the Federal Government’s program to develop and strengthen the country’s rail infrastructure for the benefit of Mexico’s competitiveness ”.

The Celaya rail bypass seeks to solve the complications that are generated in that city, because there they cross the Ferromex line and the Kansas City Southern of Mexico (KCSM), in the Acámbaro-Escobedo section, of its Mexico-Lázaro Cárdenas corridor.

“The exchange of loaded and empty cars between the concessionaire and KCSM is carried out in the Celaya shunting yard, which is part of the concession title, causing constant blockades to the population in the urban area of ​​the city of Celaya, which it generates a problem in the region and constitutes an area of ​​opportunity for the efficiency of the railway service in that area, ”the SICT reported.

The extension to the requested exclusivity period, in accordance with the existing regulation, was determined by the agency on June 14 and it was specified that it will be for a total of forty years and one month, counted from the beginning of the term. of its granting, based on a financial analysis (valuation of the increase in exclusivity) that establishes the period of recovery of the additional investment to conclude the construction.

Among the slopes is the operations yard, a railway crossing between the two passing lines, the Celanese road distributor and access roads to operating and interchange yards.
