Engineer cited in Charbonneau investigation has license revoked, fined $ 50,000

The disciplinary council of the Ordre des ingénieurs du Québec announced on Monday that it had revoked the operating license and imposed a $ 50,000 fine on Bernard Poulin, former director of Groupe SM, for his role in scandals made public by the Charbonneau Commission.

Poulin was found “guilty of having tolerated and neglected to take steps to prevent his company from engaging in a system of shared contracts for engineering mandates, particularly for the City of Montreal and the City of Longueuil” between 2002 and 2009, the council announced in a press release.

“He also lacked integrity in his professional obligations in paying a municipal party sums of money that would likely provide him with advantages, such as obtaining contracts for his business,” the council wrote. The money in question was paid to Bernard Trépanier, who at the time was working as a fundraiser for the Union Montreal party.

The council’s decision was made in November.
