Due to cuts, INE readjusts its budget for 2022, and still has 2,554 left for revocation of mandate

After the budget cut of 4,913 million pesos that the Chamber of Deputies By 2022, the Temporary Budget Commission of the National Electoral Institute (OTHER) made an adjustment to its budget for next year, without being able to fill this lack of resources.

The adjustment will be presented to the plenary INE General Council for its eventual approval, with a view to generating economies so that the national electoral authority can meet its commitments for 2022, such as the elections in six entities and the organization of the eventual revocation of the presidential mandate.

The OTHER He ratified his commitment to carry out the consultation for the revocation of the presidential mandate, for this reason the adjustment, although he warned that despite the economies, they do not have the necessary resources to organize it.

The adjustment project made savings in the base budget of 150.70 million pesos; in the Institutional Portfolio of Projects for 294.70 million and 1,913 million were eliminated for an eventual popular consultation next year. For the revocation of the mandate, even adding the reductions of 445.4 million pesos, plus 830.5 million that were assigned by the Chamber of Deputies, gives a total of 1,275.9 million pesos, so that at OTHER It would lack resources in the amount of 2,554 million pesos to reach the 3,830.45 million pesos that are required for the revocation of the mandate.

The president of the Commission, Jaime Rivera Velázquez, explained that with said cut “the Institute has taken on the task of reviewing institutional projects susceptible to modification and some other items in which there could be a reduction in costs in order to approximate, insofar as possible, to the needs of those additional expenses that it will have to face in 2022, in the event that all the requirements for carrying out a Revocation of Mandate are met ”.

He added that on November 30, the deadline for requesting a popular consultation ended and it is already known with certainty that there will not be an exercise of this nature, so these resources that had been requested in a precautionary manner are eliminated in the event that it was carried out. finished.

Rivera Velázquez ratified the INE’s commitment to carry out the Revocation of the Mandate: “the INE wants to comply with this exercise of citizen participation if the requirements are met and therefore it has made this effort to adjust the budget to free up resources that could be used for this objective” .

However, he stressed that OTHER A budget of 2,554 million pesos would still be missing for the revocation of the mandate, since even with the proposed adjustments, “they are not enough to cover the deficit caused by the cut in terms of the Revocation of the Mandate, but it has made an effort to adjust and reduce it to bring us a little closer to the amount necessary to carry out this exercise of citizen participation with all the guarantees of impartiality and reliability ”.

Councilor Ciro Murayama pointed out that despite the fact that no popular consultation will be held next year and that spending pressure is eliminated, “the revocation of the mandate continues to cost 3,830 million pesos.”

That is, he explained, of the total cost of the revocation of the mandate, today the INE has a third, it only has one out of every three pesos that it needs, “what we are seeing is that the decision of the Chamber placed us in a budgetary impossibility. In a difficulty that the General Council will have to face ”.
