College of Engineers Puebla urges to professionalize construction managers

With the exception of Puebla, San Pedro Cholula and San Andrés Cholula, in the remaining 15 localities that make up the metropolitan area it is necessary to professionalize construction managers, since a disorderly real estate growth has been generated due to lack of knowledge and this represents up to triple in costs to bring services, said Enrique García Fuentes, president of the College of Engineers Puebla (Cicepac),

The leader stressed that a construction manager is the main person responsible for following standards during and after a project or building, but in the state this figure has not been given importance.

He commented that it is one of the outstanding issues of the city councils to have people with experience in issuing permits for works, since they authorize works without a field inspection, with which they end up with constructions that are not within the law or with risk of significant damage from an earthquake.

He indicated that in the territory of Puebla it is estimated that there are 1,000 specialists to fill the position of directors responsible for works, but their importance is not given, which results in having someone without the capacity in most municipalities, especially in the metropolitan area where public and private works are concentrated.

The president of the college acknowledged that there are builders who make high-rise apartment buildings that exceed the limits or subdivisions in remote areas, for which it costs too much to provide them with water, mainly.

These irregularities have been caused by the lack of specialized personnel and that is minimal to analyze and study the files from the technical point of view and in the field, he added.

García Fuentes stressed that not all municipalities have regulations for construction, so they must be updated and thus guarantee the quality of buildings throughout the state.

He pointed out that changes in the Land Use Law should be analyzed in the state Congress, to force the municipalities to have qualified technical personnel.

He explained that foreign real estate agencies come to the entity to carry out housing projects that in many cases do not comply with construction regulations and despite this, the municipalities, in order to make investments, deliver permits.

The profile of the construction company, its curriculum, as well as the complaints against it must be known, which must be criteria that the municipal authority must take into account to let it work, but it must be an accredited director of works, who makes that assessment. , said.

He considered it unfair that a family that invests between 700,000 and 2 million pesos in a property receives something of poor quality in return.
