Alkhalil escaped from North Fraser remand prison in Port Coquitlam on July 21, while still on trial for a 2012 gang murder.

.

A jury convicted gangster Wolf Pack of first-degree murder in August for his role in the 2012 execution of rival Sandip Duhre at the Sheraton Wall Center in Vancouver.

It was Alkhalil’s second murder conviction. He had previously been convicted of the murder of John Raposo in Toronto, which occurred a few months after Duhre was killed in a hotel lobby.

On Tuesday, BOLO executive director Maxine Langlois said Alkhalil “is an extremely dangerous individual.”

“He has a long criminal history. He is a twice convicted murderer. He has extensive links to organized crime and Interpol has issued a red notice,” Langlois said.

And he said that since the BOLO program began in 2018 to publicize cases about criminals on the run, 10 of them have been captured, including two men charged with murder in BC

“We can confidently say that we have helped make our communities safer,” he said.

Coquitlam RCMP Insp. Darren Carr said the investigation into the Alkhalil leak is twofold.

One is to locate Mr. Alkhalil. The second is to examine the circumstances of how he was ultimately able to escape, to identify anyone he may have helped, including the two people who were dressed as construction workers.”

The two fake contractors were captured on CCTV video leaving the jail with Alkhalil in a white van.

Carr said he could not comment on whether there are more people suspected of helping Alkhalil.

“I am limited in what I can say about the investigation. But certainly, if there was someone within any organization that helped, that will definitely be the focus of the second part of the investigation,” he said.

Both criminal associates and members of Alkhalil’s family have been interviewed by his officers, Carr confirmed.

Alkhalil has organized international connections in Mexico, the Middle East and Europe.

Assistant Commissioner Manny Mann, head of the Combined Forces Special Enforcement Unit, said his anti-gang agency has been working closely with the Coquitlam RCMP since the breakout, following advice reaching “other domestic and international law enforcement partners.” .

“We followed various tips as needed … and obviously, we’re here today and we still haven’t found it,” Mann said. “So our message to the public is that $250,000 is a large sum of money. Perhaps now he is in a position to lose some friends, friends who want to give him up and who know his location.”

BC RCMP Dep. Commissioner Dwayne McDonald said the large reward can be paid anonymously as long as the information provided leads to Alkhalil’s arrest.

“For most people, $250,000 would change their life. If you know where Rabih Alkhalil is, we don’t need his name. We don’t need your location. We just have to find it,” McDonald said. “Whether he is in this province, in this country around the world, be vigilant.”

He also spoke directly to those on the Most Wanted List.

“Your world is getting smaller. Do what is right for you, for your family, for your community. Call a lawyer, call the place and leave.”

Two Alberta fugitives on the list have ties to BC., Calgary Police Service Sgt. Martin Schiavetta said.

Kier Brian Granado, a Calgary member of the Fresh off the Boat Killers, or FK gang, is charged with a 2015 murder and right behind Alkhalil in the number two spot.

The FK is directly connected to the BC-based United Nations gang, Schiavetta said Tuesday.

And wanted killer Talal Amer, also from Calgary, is BOLO’s sixth most wanted. He faces multiple charges in connection with a shooting last May that left a bystander dead.
