Eloi Badia, Councilor for Climate Emergency and Ecological Transitionhas been in charge of commenting on the part of the Barcelona City Council on the decision of the Superior Court of Justice of Catalonia (TSJC) to annul the municipal ordinance that regulates the Low Emissions Zone (ZBE) on the understanding that there is a lack of reports that support some restrictions.
The reaction is stupor: “The sentence has caused us surprise and perplexity. It goes in the opposite direction of the European courts, which ask us what we do to improve air quality and ask us to justify the moratoria of the Low Emissions Zone & rdquor ;. “They judge us twice & rdquor ;, he added in reference to the European courts and the TSJC.
Badia has recalled that the sentence is not final and has ensured that “it leaves defenseless those who suffer from the city air” and attacks what it has defined as “a consolidated tool & rdquor; which has been adopted by 300 European cities. The councilor has underlined that despite the ruling, the ZBE is in force in Barcelona: “If tomorrow a vehicle without a label enters the prohibited area at the prohibited time, it will be fined & rdquor ;. “We will continue working, we cannot leave the neighbors unprotected & rdquor ;, he added.
Meeting with the Generalitat
The concilor has not specified whether the consistory will present an appeal to the Supreme Court, as would seem logical, because this decision is postponed before the meeting that the city councils, the Generalitat and the Barcelona Metropolitan Area (AMB) will hold this Tuesday. In fact, he noted that Ada Colau’s government had received the text shortly before his appearance, which took place at 6:30 p.m.

Badia recalled that on Friday, the consistories and the Catalan Government announced the agreed decision that all municipalities with more than 20,000 inhabitants in Catalonia have low-emission zones, a total of 67 localities that in principle should have implemented the system in 2025 .
