AMLO proposes transferring powers to the SFP to carry out consolidated purchases from the federal government


President Andrés Manuel López Obrador sent this Tuesday to the Chamber of Deputies an initiative so that the Public Function Secretary (SFP) has the power to carry out consolidated federal government purchases, as part of its measures to combat corruption.

The reform project proposes to transfer to the SFP the capacity that the Ministry of Finance and Public Credit currently has (SHCP) to designate the heads of the Administration and Finance Units or their equivalents in the dependencies of the Public Administration, with the exception of the productive companies of the State, the Secretariat of National Defense (Sedena), the Secretariat of the Navy (Semar).

Among the changes to the Organic Law of the Federal Public Administration proposals by López Obrador highlights granting the Public Function Secretary the power to participate in international trade negotiations related to public sector purchases and coordinate strategic purchases.

“The purpose of the initiative is to strengthen good public administration, through the concentration, in the Ministry of Public Function, of the coordination and leadership of the Administration and Finance Units; the redesign of the functioning of the internal control bodies, and the centralization of the general policy of public contracting in said dependency, with the purpose of ensuring an adequate use of public resources, with probity and efficiency”, explains the attached document in the Parliamentary Gazette.

The initiative that proposes to reform 10 articles of the Organic Law of the Federal Public Administration, indicates that the Ministry of Public Administration will also be in charge of internal control, prevention, supervision and evaluation of public management, including public contracting regulated by the Procurement Law.

As part of the arguments that are mentioned for the presentation of this initiative, the need to “reinforce the changes undertaken in the present administration against corruption so that the general interest prevails in the management of the application of public resources and their efficient inspection.
