AIFA requests an opinion from Cofece to prevent monopolies


The management of the Felipe Ángeles International Airport (AIFA) continues with the preparations prior to its inauguration. On February 23, it requested an opinion from the Federal Economic Competition Commission (Cofece) to prevent, investigate and combat monopolies, monopolistic practices, concentrations and other restrictions on the efficient functioning of the markets, and yesterday it published the call for tenders to contract food services for their employees.

In the notification where the commission is informed, it is not detailed about which market is the required opinion and in the file the letters of intent of the economic agents interested in providing services in the new terminal were identified as confidential.

In accordance with the Federal Law of Economic Competition, the commission has the power to issue an opinion when any decision of the public administration may have effects contrary to the free competition process, without it having binding effects.

At the beginning of February, the director of AIFA, Isidoro Pastor, reported that, to facilitate the arrival of passengers, private transportation would be offered from nine points in Mexico City and the State of Mexico, with a maximum cost of 150 pesos.

He said that, although they were already in negotiations, he could not disclose the names of the companies, but that the same month the contracts with the carriers would be awarded and signed, as well as the taxi firms that will have a presence at the AIFA.

In this context, in 2016 the commission fined the Mexico City International Airport (AICM) with 63 million pesos because there were contracts between it and 65 taxi service providers that had discriminatory clauses and granted preferences. A series of actions were even ordered to restore the competition process.

At that time, it was detailed that the lack of competition in the taxi service prevented 30 million people a year from accessing better prices, quality and innovation.

In addition, last year it summoned an economic agent for his probable responsibility in carrying out a relative monopolistic practice (or abuse of power) in the access market for the provision of the federal passenger transport service in the AICM, which originates from or destination at the airport and guarantees the connectivity of passengers with the bus terminals of Puebla, Querétaro, Toluca, Pachuca or Cuernavaca.

According to the existing information, the terrestrial connectivity with the AIFA implies both services.

Food for employees

This Tuesday, the Secretary of National Defense (Sedena) released the call for a national tender to choose the company that will be in charge of feeding AIFA personnel. The ruling is scheduled for March 24, three days after its inauguration.

Breakfast will be offered from 6:45 a.m. to 7:45 a.m., lunch from 1:00 p.m. to 3:00 p.m. and dinner from 6:00 p.m. to 7:00 p.m. In all cases, 790 people are planned, according to the respective shifts.

Among the foods requested for lunch are: breaded chicken breast, fish fillet, gardener chicken, chili stuffed with cheese, pozole or beef burger. In the list of desserts they are mentioned: Neapolitan flan, amaranth bar or vanilla pancake.

Sedena released the call for a national tender to choose the company that will be in charge of feeding the AIFA staff. The ruling is scheduled for March 24.
