Adjustments in the ASF

A month of controversy and the growing demands of the Morenista sectors, who fought for the dismissal of Colmenares Páramo, were settled just a month later, when they concluded that the costs incurred in the investment of the construction of the NAIM and the early termination of the contracts of that mega-work, until December 31, 2019, totaled 113,327 million pesos.

It would be the last time that the ASF head commissioned Lozano Dubernard to rescue his credibility. Both opened their positions three years ago, when Colmenares Páramo was elected by the Surveillance Commission of the Chamber of Deputies of the LXIV federal Legislature. In the integration of the team, the new superior auditor of the Federation decided to remove the forensic audit director, Muna Dora Buchahin, and the special compliance auditor – his hierarchical superior – had to communicate the decision.

Then began a low intensity war that intensified with the first modification of the Internal Regulations. Three years later and the controversy with the federal Executive over the 2019 public account settled, the ASF is again going through a controversy generated by its officials.

The bubble with which the head of the ASF started his nine-year term has gradually shrunk, but at the same time it has become more affluent. At the center of this group are Emilio Barriga, Eber Betanzos and Víctor Manuel Andrade, brother of the last secretary of the Public Function of the Peñista administration. With the new internal regulations, both expanded their substantive functions.

In addition to the damage suffered by the Financial Compliance Audit, the internal audit and the Board of Directors also disappear. On the institutional weakening and the looming purge, Lozano Dubernard avoids formulating generalizations. “I am leaving because I understand that public service is not blind obedience or absolute subordination,” he says.

Regarding the work environment – rarefied by the frequent slyness of the boss and the insults of his closest collaborators to middle and superior managers – he does not want to elaborate either. And before the signs about a looming onslaught, however, he declares himself up for the fight. “I am willing to stand up and defend my work and my reputation. I have no other option ”.

Colmenares Páramo appointed the Federation’s former administrator, Claudia Bazúa, as the new special auditor.
