A terrain created by strong tensions in Mont-Saint-Hilaire


A dispute has been going on for years in Mont-Saint-Hilaire, in Montérégie, concerning land coveted by real estate developers.

In 1991, a plot of approximately 40 hectares was taken out of the agricultural zone. Thereafter, a moratorium lasted for 15 years.

“Since 2006, we have been trying to regulate, on the one hand, to develop, and on the other hand, to protect this site located adjacent to the nature reserve on the mountain, which is recognized by UNESCO”, says France Pellerin. , citizen of Mont-Saint-Hilaire.

In 2012, a development of 600 housing units was announced on this land, which triggered strong citizen opposition in 2013.

A trial took place.

“It’s as if, during the Stanley Cup final, the Tampa Bay Lightning replaced their professional players with Pee-Wees. The City did not defend itself well during this trial, ”she notes.

Judgment fell last November. According to the verdict, the City must create a regulation.

“There are several possibilities in the regulations. There are many tools within the City to protect or develop the land. Both options are legal,” explains Ms. Pellerin.

However, the City says it has no choice but to develop the land.

The municipality has until August 11 to modify its development plan.
